MAIN OBJECTIVE OF THE POSITION

Supervising and monitoring the implementation of the systems and communications’ software and hardware in the mission, according to MSF standards, protocols and procedures in order to ensure the efficient use of ICT systems and equipment

Accountabilities
 
·         software and hardware in the mission ensuring compliance of MSF standards, protocols and procedures.  This includes,  the following tasks:

·         Together with the Logistics Coordinator, analyzes the ICT needs of the mission, draws up a draft of the ICT budget, and designs an adapted strategy aiming to optimize the investment on information and  communication technology

·         Identify and implement Information management practices to enhance the mission system’s effectiveness and reliability (development, checkup, deployment of applications, systems or new ITC standards, etc.)

·         Installing, maintaining and monitoring, the ICT systems and equipment in the mission

·         Comparing quality of equipment, software and internet providers/services, in order to optimize buying decisions and to ensure local assistance

·         Supervising, planning and providing network security, help desk support and training to users, corrective and preventive maintenance activities (checkup and cleaning, etc.), updating and upgrading activities, security management protocols (back-ups, anti-malware, updates and software patching, firewall protection, radio protection, etc.)

·         Ensuring questions and problems related to ICT are solved (if appropriate, according to MSF policies and procedures in force at any time). Registering, reporting and referring unsolved questions and problems, as well as unusual requests, to the respective support units in order to actively provide solutions and ensure quality standards

·         Planning and supervising the HR processes (recruitment, training, performance evaluation and internal, external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity.

·         Ensuring the proper documentation, filing  and the compilation of statistical data on ICT (number of repairs, monitoring and abuse of internet and telephone use, general state of computer parts, etc.) and drafting a quarterly report on activities, informing his/her supervisor of all technical modifications of the mission. Monitoring guarantees/warranties and insurance and following up invoices

·         Ensuring that all IT and telecommunications equipment are correctly installed and inventoried

·         Supervising and leading the logistic team under his/her responsibility including the definition of each person’s tasks (daily supervision and checking the quality of their work); drawing up working schedule; organising and leading team meetings. Training local IT assistants on daily maintenance tasks and 1st level support, as well as the radio operators in order to improve ICT staff capabilities and to improve lead time response

·         Providing monthly activity report and implementing reporting practices and protocols in order to ensure that all vehicle documentation is in order and inspection reports are conveniently filled by the drivers

·         Performing delegated tasks specific to his/her area of speciality, as defined in his/her job description and according to the line manager

MSF Section/Context Specific Accountabilities
 
n  Together with the Deputy Logco technical and the logistics Coordinator analyze the ICT needs of the mission, draw up a draft of the ICT budget, and design an adapted strategy aiming to optimize the investment on information and communication technology.

n  Identify potential ICT service and supply providers.

n  Plan and provide network security to ensure that appropriate access control is used internally on the LAN/WLAN’s, and to prevent intrusions.

n  Provide a 1st and 2nd level help desk management system (support) and training to users (on software, hardware, telecom problems, etc.) in order to satisfy their needs, ensure fluent communications in the mission as well as the correct use, maintenance and running of IT equipments and networks.

n  Provide corrective and preventive maintenance activities (check-up, cleaning, etc.), managing and updating a small stock of spare parts and replacing obsolete materials when necessary, of ICT environments, telecom and hardware equipments, according to MSF policies and procedures in place at any time.

n  Ensure updating and upgrading activities in order to ensure that all the users and their equipments on the network are standardized with respect to virus protection, software, hardware and network configuration.

n  Ensure questions and problems related to ITC are solved (if appropriate, according to MSF policies and procedures in force at any time). Register reports and refer unsolved questions and problems, as well as unusual requests, to the respective support units in order to actively provide solutions and ensure quality standards.

n  Execute security management protocols (backups, anti-malware updates and software patching; firewall protection; radio protection, etc.) in order to ensure an immediate operational recovery/continuity in case of emergency and data security & availability.

n  Train technical Logs and Logistics team leaders on daily maintenance tasks and 1st level support, and radio operators in order to improve ICT staff capabilities and to improve lead time response.

n  Provide GIS support for operation needs; base maps, mobile data collection (ODK), assessments, external data, WER…

n  Ensure the proper functioning of the different communication modes (VHF, HF radios, internet, mobile, sat phones, …) and ICT equipments

n  Ensure updated contact lists are available in the mission

n  Ensure the proper tracking and followup of ICT equipments

n  Regular visit to the projects for ICT support

Job Requirements

Requirements
  
Education•       Essential, advanced diploma in IT.

•       Desirable degree in technical engineering.

 
Experience•       At least 2 in IT related jobs.

•       Desirable experience in MSF.

•       Desirable experience in administration and recovery of backups (MS, C, Veritas, etc.)

 
LanguagesEssential, mission working language; essential working knowledge of English and good command of ICT English. 
Knowledge•       Administration of Operational Systems (XP-Pro, W7, W2003 Server, Linux)

•       MS Office 2003/2007/2010

•       Microsoft Networks configuration and set up (network components –switch and routers-, Ethernet, wifi, Bluetooth)

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
