Infectious Disease Detection and Surveillance (IDDS) is a five-year USAID-funded project with the following overall objectives: (1) Improve the detection of diseases of public health importance and identification of antimicrobial resistance (AMR) in priority infectious diseases through an accessible, accurate, adaptable, timely, and integrated diagnostic network system; (2) Improve the quality of real-time surveillance systems for pathogens of greatest public health concern, including AMR and zoonotic diseases, and; (3) Generate evidence-based guidance and innovative solutions to strengthen in-country diagnostic networks and surveillance systems.
FHI 360 is seeking a Team Lead to be responsible for providing technical direction for innovative and sustainable models of strengthening and expanding detection (such as strengthening the supply chain systems for timely and cost efficient diagnostics supplies) and surveillance systems (such as coordinating efficient information systems to support national and international AMR and zoonotic diseases data collection and sharing platforms) for diseases of public health concerns including Antimicrobial Resistance (AMR) and zoonotic diseases as well as overall management of activities in Ethiopia and coordination with other project team members and partners who lead specific activities.
The Team Lead will work closely with USAID/Ethiopia to provide thought leadership and represent the project in country. This position reports to the FHI 360 IDDS lead based in Rockville, MD, USA. This position operates under the management and oversight of the IDDS project senior management team, led by the IDDS Project Director.

Job Summary / Responsibilities:
The Team Lead for IDDS in Ethiopia leads the project and is responsible for providing technical leadership and overall management to achieve the project’s objectives. S/he is also responsible for project inputs, project strategy, project representation and coordination with local, national and international counterparts. The Team Lead has overall programmatic and fiscal responsibility for the project, including achieving project results, effectively communicating accomplishments, producing financial reports, and ensuring compliance with the donor organization’s regulations (e.g., quality and timeliness of deliverables).
Specific Responsibilities: The Ethiopia Team Lead (TL) has the following specific responsibilities:
- Represent IDDS in Ethiopia to the USAID mission, including the Global Health Security Advisor, and the USAID regional office, the Government of Ethiopia and other stakeholders such as the Federal Ministry of Health (FMOH), Federal Ministry of Agriculture (FMOA), Food and Agriculture Organization of the United Nations (FAO), CDC/Ethiopia, Ethiopian Public Health Institute (EPHI), the National Animal Health Diagnostic and Investigation Center (NAHDIC), as well as the private sector.
- Provide technical leadership and assistance in strengthening and expanding AMR detection and surveillance systems at all levels, in the human and animal health sectors, including coordinating with relevant governmental, non-governmental entities, as well as the private sector.
- Ensure IDDS’ activities are aligned with country strategies and are well-coordinated with other organizations working in Ethiopia.
- Utilize evidence- based methods and best practices to implement workplan activities.
- Lead the project team in Ethiopia – providing the vision, coordination, resource management, and oversight of technical and administrative staff – to accomplish workplan activities and meet project objectives.
- Ensure project financial and technical reporting requirements are met.
- Follow established processes to ensure high quality IDDS work in Ethiopia and overall responsiveness of the technical team. This can include making necessary adjustments to operations to fit the requirements when necessary or recommended by USAID.
- Ensure that any departures in work scope or budget, or any legal, regulatory, or ethical concerns are promptly reported to IDDS leadership in the US.
- Work closely with USAID and with the IDDS US-based team to define and adjust annual work plans as well as implementing technical activities.
- Work closely with Global Health Security Agenda and other initiatives, partners, and stakeholders to ensure coordinated approach.
- Work collaboratively and coordinate with regional and/or other country Technical Leads as well as team partners on the implementation of activities.
- Oversee program communication strategies, including compliance with USAID’s branding and marketing requirements.
Required Qualifications:
- Minimum Master’s degree or higher in public health, international development, or related field with a focus on infectious disease detection, surveillance, or diagnostics
- Minimum 10 years of experience managing health systems strengthening programs
- Familiarity with USG management, programs, and operations including regulatory and reporting requirements
- Demonstrated knowledge of and implementation experience with AMR and zoonotic diseases detection and surveillance.
- Technical competency in infectious disease(s)
- Strong analytical skills and the ability to use data for decision making
- Fluency in written and spoken English. Fluency in spoken and written Amharic will be highly desirable.
- Strong English written, oral, and presentation skills
- Demonstrated interpersonal skills in facilitation and stakeholder engagement/coordination
- Experience working in Africa; e.g. Sub-Saharan Africa. Experience outside Africa will be an added advantage.
- Willingness and ability to travel a minimum of 25% within Ethiopia and other travel as needed
- Authorization to work in Ethiopia
Preferred Qualifications:
- Ethiopian national
- Experience residing and working in Ethiopia
- Experience working with the Global Health Security Agenda
Selection of final applicant is subject to USAID approval.

- Will supervise other project staff members in Ethiopia
- Plays a coaching and mentoring role for others.
