OVERVIEW OF THE POSITION

Our client provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by Our client technical advisors located in each AMISOM Sector Headquarters and at AMISOM Force Headquarters, who support AMISOM planning and operations. Our client support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) Our client also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor.

The Peace and Security Cluster (PSC) supports and facilitates the work of Our client, other UN partners, and Governments in some 18 countries and territories affected by explosive-hazards. The PSC provides specialized project management services to efficiently support Our client in delivering essential work on the ground in emergency, post-conflict and peacekeeping environments with the aim of promoting peace and security, protecting civilians and ensuring long lasting human security.

GENERAL FUNCTIONS

Role objective:

Under the supervision of the Somalia Head of Policy & Analysis, the IED Network Analyst will implement UNSC Resolution 72/36: Countering the threat posed by improvised explosive devices (4 Dec 2017) within Somalia to acquire a detailed understanding of the network involved in the production, sale, supply, purchase, transfer and/or storage of precursor components and materials that could be used to make improvised explosive devices. This research will enable international customs and law enforcement organisations to prevent the illicit procurement of components, explosives and materials for the construction of improvised explosive devices. S/he will be responsible for the following functions:

Expected output:

  1. Research and analyze the network involved in the production, sale, supply, purchase, transfer and/or storage of precursor components and materials used to make IEDs;
  2. Conduct extensive field research to investigate the source of IED components and material. The following is a non-exhaustive list of critical research to be performed:
  3. Potential HME sources and supply routes into Somalia;
  4. Detonator sources and supply routes into Somalia;
  5. Detonation cord (DETCORD) sources and supply routes into Somalia;
  6. Source of main explosive charge/energetic material used in IEDs in Somalia (internal and external): harvesting methods (domestic): sales/market process, external sources and supply routes into Somalia;
  7. UVIED sources and supply routes into Somalia;
  8. VBIED manufacturing facility profiling;
  9. Research, analyze and present findings on measures to mitigate the flow of IED components and material through:
  10. accountability throughout the supply chain for dual-use components;
  11. traceability procedures;
  12. improving the regulation of explosive precursors;
  13. strengthening security for the transport and storage of explosives and of precursors;
  14. enhancing the vetting procedures for personnel with access to explosives or to precursors useful to the manufacture of explosives.
  15. Liaise and collaborate with following key stakeholders to mitigate the flow of IED components, materials and precursors into Somalia:
  16. International Criminal Police Organisation (INTERPOL) Chemical Risk Identification and Mitigation Project (CRIMP);
  17. INTERPOL Chemical Anti-Smuggling Enforcement (CHASE) Project;
  18. United Nations Office on Drugs and Crime (UNODC) and World Customs Organisation (WCO) Container Control Programme;
  19. WCO Programme Global Shield;
  20. WCO Strategic Trade Control Enforcement (STCE) Project;
  21. Other key international, regional, and Somali-based stakeholders.
  22. Implement any other tasks requested by the Somalia Head of Policy & Analysis.

Project reporting:

This role reports to the Head of Policy & Analysis.

ESSENTIAL EXPERIENCE

Education:

§ Bachelor’s degree in with a minimum of 7 years of relevant experience is an advantage. and/or Master’s degree in with a minimum of 5 years of relevant experience.

Work experience:

§ Minimum of 11 years of demonstrable relevant Military experience and/or minimum of years of demonstrable relevant Diplomacy experience.

Geographical experience:

§ Minimum of 1 years of experience in Africa (essential).

Languages:

§ Fluency in English (essential) and Somali (desirable).

Key competencies:

Education

• Advanced University Degree (Masters Degree or equivalent) in related field with 5 years of military, police, and/or customs enforement experience; or

• First Level University Degree (Bachelors Degree or equivalent) in related field with 7 years of military, police, and/or customs enforement experience maybe accepted in lieu of the Masters Degree; or

• Military, police, and/or customs enforcement experience (11 years) may be accepted in lieu of the Masters and Bachelors Degree.

Work Experience

• Minimum 5 years experience working with the military, law enforcement and/or international customs organisations is required;

• Within the required experience, 2 years experience is required supporting international criminal investigations;

• Within the required experience, at least 1 year required in supporting IED threat mitigation operations, weapons technical intelligence and/or explosive ordnance disposal (EOD) operations;

• Experience in presenting to HQ level senior management is desired;

• Understanding of IED components, manufacturing processes (including HME), and TTPs is desired

Language

• Fluency in English (writing, speaking and reading) is required;

• Fluency in written and spoken Somali is desired;

• Knowledge of any other UN language is desired.
