How can you make a difference?
Under the general supervision of the head of Health System Strengthening (HSS) unit and the direct supervision of the Immunization Specialist, the incumbent will work closely with colleagues in the Health, Nutrition and C4D sections to provide technical support for the reinforcement of immunization programme at national, regional and peripheral level.The incumbent will work with partners to develop and implement national urban strategy to vaccinate unreached children in urban slums of Niger. He will advise partners on conducting equity assessment and provide technical assistance to national partners to plan their needs and meet minimum standards in relation with the immunization supply chain, supervision, community participation, and motivation mechanisms.The Specialist will strengthen the capacities for partners in charge of immunization activities
This will involve
1. Project Planning, Development and Management
- Participate and/or conduct/update situation analysis and assessments on equity in immunization programme and development related issues to ensure that comprehensive, relevant and evidenced-based data for the country are collected to guide the equity analysis through the RED (Reach Every District/Reach Every Child) approach ;
- Participate in strategic programme discussion to provide input, advice and operational support to the development of immunization programmes/projects. Formulate, design and prepare immunization programmes/projects proposal, ensuring alignment with the overall UNICEF’s Strategic Plans and Country Programme and coherence/integration with UN Development Assistance Framework (UNDAF), regional strategies and national priorities, plans and competencies ;
- Establish plans of action, programme goals and results, using results-based planning methodology and terminology (RBM) and contribute to equity approach documentation for Country Office Programme recommendation ensuring alignment with the overall UNICEF’s Strategic Plans, regional strategies and national priorities, plans and competencies.
- Consult and collaborate with internal (Health, Nutrition, C4D) and external (Regional and local Government, NGOs) colleagues and partners to provide technical and operational support on program planning, management and implementation and to ensure integration, coherence and harmonization of programs/projects with other UNICEF sectors throughout all stages of programming processes.
2. Programme management, monitoring and delivery of results
- Coordinate, plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators and measurement to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results in community health programs ;
- Actively monitor immunization programme to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution;
- Participate in monitoring and evaluation exercises, program reviews and annual sectoral reviews with government and other counterparts to assess progress and to determine required action/interventions to achieve results ;
- Control the optimum/appropriate use of sectoral program resources (financial, administrative and other assets) confirming compliance with organizational rules ;
- Prepare/assess immunization development monitoring and evaluation reports to identify gaps, strengths/weaknesses in programme and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals ;
- Plan, monitor and control the optimum/appropriate use of programme resources (financial, administrative and other assets) certifying/confirming compliance with organizational rules, regulations/procedures, standards of accountability and integrity and donor commitments, and ensuring timely reporting and liquidation of resources ;
- Prepare mandated and key programme/project reports for donors and other partners to keep them informed of programme progress ;
- Support implementation of EPI improvement plans from equity analysis in targeted health districts.
3. Advisory services and technical support
- Provide technical advice and guidance to key government officials, NGO partners, UN system partners and other country office partners/donors on programme policies, strategies and best practices and approaches on immunization interventions related issues to support programme development planning, management, implementation and delivery of results ;
- Participate in programme strategic discussions/planning to provide technical advice/contribute to policy discussions and agenda setting to promote immunization interventions especially in the areas of gender inequality, social inclusion, human rights and humanitarian situations to ensure that at risks and vulnerable adolescents are fully covered in times of greatest needs ;
- Prepare policy papers, briefs and other strategic programme materials for management use, information and/or consideration.
4. Advocacy, networking and partnership building
- Build and strengthen strategic partnerships with sector government counterparts, national stakeholders and global partners/allies/donors/academia through active networking and advocacy to exchange knowledge/expertise, leverage resources/action, build alliances and engage participation of communities in programme design, delivery and demand creation ;
- Develop strategies and/or prepare communication and information materials for maximum impact and outreach to promote awareness, establish partnerships/alliances and to enhance resource mobilization for UNICEF immunization programmes ;
- Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on immunization system to ensure organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting. Collaborate with inter-agency partners/colleagues UNDAF planning and preparation of immunization programmes.
5. Innovation, knowledge management and capacity building
- Promote critical thinking and introduce technological and programme innovations and approaches to accelerate results and increase coverage, access and quality of high impact immunization interventions ;
- Keep abreast, research, benchmark and implement best and cutting edge practices in immunization management methodologies and information systems. Institutionalize and share best practices and knowledge learned ;
- Organize, plan and/or implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on immunization programmes.
To qualify as an advocate for every child you will have…
- Medical Degree and Advanced University degree in Public Health, epidemiology or other health related science ;
- At least 5 years of professional experience in managing public health programs and immunization ;
- Relevant experience of the Reach Every District/Every Child (RED) approach and equity analysis in immunization ;
- Knowledge of the country’s health system ;
- Developing country work experience and/or familiarity with emergency is considered an asset ;
- Fluency in french and in english ; knowledge of a local language is an asset.
