Background and Purpose

On 20 November 2019, UNICEF and the world will celebrate the 30th anniversary of the Convention on the Rights of the Child (CRC), one of the most important human rights declarations in history. In the 30 years since its adoption, the CRC has helped to transform children’s lives. It has inspired legislative changes to better protect children and enabled them to participate in their societies. However, the CRC is not fully implemented or widely understood.

There is a pressing need to refresh the relevance and urgency around implementing the CRC. This anniversary provides a unique opportunity to reaffirm commitment to fully implement the CRC, and to raise awareness and understanding of child rights in communities around the world.

UNICEF in Rwanda plans to use the TEDx platform as a curtain-raising event for World Children’s Day 2019 and the 30th anniversary of the CRC, bringing attention to child rights champions in Rwanda who are making a difference in their communities.

A TEDx event is a local gathering where live talks and videos previously recorded at TED conferences are shared with a community. TEDx events also include several short, carefully prepared talks, demonstrations and performances that are idea-focused, and cover a wide range of subjects to foster learning, inspiration and wonder and provoke conversations that matter. Talks should include several hard-hitting and emotional experiences along with light-hearted talks that convey strong messages.

UNICEF is therefore seeking an individual consultant with a TEDx licence to plan and organise a TEDx event in Rwanda, featuring a diverse portfolio of speakers from across the country.

Justification

Because TEDx expects its license holders to be individuals, not organizations or companies, and for the license holder to be the primary organizer of the event, UNICEF is unable to obtain the license in-house and must contract an individual license-holder.

Objectives

  • Conduct five (5) talent scouting events in each of Rwanda’s five provinces, identifying potential TEDx speakers from these events.
  • In collaboration with UNICEF, select finalist TEDx speakers to participate in TEDx event.
  • Organise speech training for TEDx finalist speakers.
  • Coordinate all logistical arrangements for TEDx event, including government permissions, obtaining the TEDx license, organising the event venue and sound systems, and refreshments for event attendees.
  • Organise all branding and promotional materials, including social media packages, printed brochures and fliers, and multimedia production company for during the event.
  • Organise for all publicity, including potential radio and TV spots.
  • Serve as the main MC / host for the TEDx event, in collaboration with two youth MCs.

Desired competencies, technical background and experience

  • Advanced university degree Âin Social Sciences, International Development or related field.
  • Minimum two years experience in implementing successful TEDx event is a requirement.
  • Holding a TEDx license
  • Excellent communication and organisational skills, especially the ability to work independently and under pressure.
  • Fluency in English, with fluency in Kinyarwanda an added asset.
  • Work experience with UN or other international organisations would be an asset.

Evaluation Criteria

The Technical proposal is weighted at 75% and 25% for the Financial proposal.

Payment is linked to agreed deliverables upon satisfactory completion and certification of deliverables by the supervisor.General Conditions: Procedures & Logistics

  • The consultant will report to the Chief of Communication, Advocacy and Partnerships (CAP) and work closely with the Communication Officer.
  • The position is based in Kigali, with occasional travel outside of Kigali on field for talent scouting events.
  • The consultancy may involve travel to different location within Rwanda. UNICEF shall provide the Consultant with transport for field visits at the request of the supervisor. For Field visit the will be reimbursed out of pocket expenses related to accommodation, meals and incidentals and shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC).
