Purpose of Solicitation

The
purpose of this Expression of Interest (EOI) is to select a qualified and
experienced individual Consultant, a trained veterinary field epidemiologist
with broad understanding field epidemiology training programs, their core
competencies and contributions to strengthen disease surveillance and response
systems.

Consultancy Objective

The successful consultant will
spearhead development and implementations of a Field Epidemiology Training Program
for veterinarians in Liberia working along with ministry of Agriculture,
Ministry of Health and their technical partners such as WHO, FAO, CDC and
AFENET.Period of Performance: Six Months starting (July 1
– Dec 30, 2019)

Scope of work

Develop a one health anchored frontline FETP
curriculum for animal health workers with relevant didactic modules and field
packages that will impart the desired core competencies for animal disease
surveillance and response.

·Conduct a curriculum validation and mentors
orientation workshop

·Train 30 animal health surveillance officers
at the national/central and county levels in frontline field epidemiology
through in-class sessions and field work.

·Review existing tools and technical
guidelines for animal disease control in Liberia so as design relevant field
projects that will strengthen disease surveillance and response capabilities of
the ministry of agriculture

·Work with national level veterinary officers
to provide mentorship for fieldwork ensuring application of knowledge gained in
the class to addressing real surveillance and response gaps in the animal
health sectors.

·Submit workshop reports after each workshop
and a comprehensive report on each graduate at the end of the training to
AFENET Ministry of Agriculture.

· Submit technical updates to the One Health
workforce technical working group and AFENET

·To present financial and technical reports at
the end of the training or at any time as requested by the technical working
group and AFENET.

Expected deliverables

· A one health anchored frontline FETP
curriculum for animal health workers

· Monthly and quarterly progress reports

· A well trained cohort of 30 animal health
surveillance officers capable to operate surveillance and response systems for
animal health

·End of Project report with lesson learnt and
recommendations for sustaining this in-service training program.

The African Field Epidemiology Network (AFENET) is a Network of public health training institutions in Africa that seeks to strengthen manpower to enhance health systems on the continent. AFENET is a not-for-profit organization which works closely with Ministries of Health in member countries to develop sustainable programs and capacity to strengthen field epidemiology and ensure healthier lives for Africans.AFENET was established in 2005 with four member programs in Ghana, Kenya, Uganda and Zimbabwe. At the time of approval of this plan, the organization was operateing in 16 African countries namely: Angola, Burkina Faso, Ethiopia, Ghana, Kenya, Mali, Mozambique, Niger, Nigeria, Rwanda, South Africa, Southern Sudan, Tanzania, Togo, Uganda and Zimbabwe.The organization has also recorded a growing international partner base which includes the US Department of Health and Human Services (HHS), the United States Centers for Disease Control and Prevention (CDC), the United States Agency for International Development (USAID), the Merck Company Foundation, the World Health Organization, the Global Outbreak Alert and Response Network (GOARN), the European Centres for Disease Control and Prevention (ECDC), the National Institutes of Health (NIH), the International Association of Public Health Institutes (IANPHI), the Task Force for Global Health Survival and Development (TFCSD), the Emory School of Medicine, Emory School of Public Health, and the Training in Public Health Interventions Network (TEPHINET), among others.
