Background and Purpose:

The Immunization program works under MCCH division within RBC under the leadership of the Ministry of Health. The program maintains partnerships with different ministries, seeking their engagement in social mobilization, especially for national or local vaccination campaigns. At the community level, the program supports a network of community volunteers called “Community health Workers”, whose assistance is increasingly relied upon, particularly in the areas of community sensitization, reduction of immunization drop-out rates through identification and bringing back child to complete vaccination prgramme. Immunization services are completely integrated into routine activities within health facilities.Cold chain equipment (CCE) is an essential component of the supply chains that ensure life-saving vaccines reach every child. In 2017, Rwanda applied for the Gavi cold chain equipment optimization platform (CCEOP) grant and this was approved in 2018. The deployment plan was done and submitted to UNICEF as a requirement to proceed with the equipment costed operational plan. Once the implementation starts, the CCEOP project will require a day to day close follow up with suppliers having their full involvement till to the installation of the equipment at planned sites, 696 equipment will be installed in 546 health facilities across the country. Rwanda also conducted the effective vaccine management (EVM) assessment and developed a comprehensive EVM improvement plan (cIP) to improve different areas of immunization supply chain management at all levels of EPI programme (central, health facilities & community). To achieve CCEOP and the EVM cIP objectives, there is need for a consultant (technical assistance, TA) to continuously support CCEOP project activities. CCEOP will be implemented in five years period, and a two years CCEOP implementation plan has been elaborated; while the five year EVM cIP started in 2019. Justification. The CCEOP project is a new project that has been delayed due to processes and procedure from different entities involved. It has a lot of undertakings that need close and clear attention to make it successful. This will require an expert to keep following up closely especially during and after installation of the equipment to ensure every issue is handled correctly since suppliers will be having a warrant of at least a year. There are then issues that will be handled by supplier and others by the Government, so the consultant will make sure that all related issues are handled in a smooth way by the concerned parties. The 2018 EVM assessment’s comprehensive improvement plan for five years was developed following EVM assessment, but this requires to be monitored to ensure its implementation in accordance with set timelines. This consultant will also ensure that all activities related to that are implemented on time as he/she will be working closely with the vaccine supply / logistics team to ensure close implementation of the CCEOP and the EVM cIP.

Objectives: The main objective of this consultancy is to provide technical assistance to the MoH/EPI (1) facilitate smooth implementation of the CCEOP project and the EVMA cIP.

Specific objectives for the consultancy; •Review the CCEOP operational Deployment plan to ensure all health facilities country wide will receive CCE as planned •Make a follow-up on the processes and procedures of customs clearance on time to avoid any delay at the entry point •Monitor the implementation plan of the CCEOP during installation and report to the EPI Director as well as to the involved partners regularly. •Work with the team to identify early deviations and manage accordingly to avoid any wastage of resources. •Monitor and ensure smooth implementation of the EVMA improvement plan and regularly update implementation status

Key tasks:1.To review the CCEOP operational Deployment plan to ensure all health facilities country wide will receive CCE as planned 2.Making follow-ups on the processes and procedures of customs clearance on time to avoid any delay at the entry point 3.Monitoring to ensure effective operationalization of the CCEOP implementation plan during installation and report to the EPI Director as well as to the involved partners regularly. 4.Work with EPI cold chain team to identify early deviations and manage accordingly to avoid any wastage of resources. 5.Monitor and ensure smooth implementation of the EVMA improvement plan and regularly update implementation status 6.Conduct a temperature mapping study in cold rooms at the new warehouse once installation is done and any other tasks that may be assigned by the EPI manager related to supply chain management. 7.Reporting to EPI supervisors and UNICEF on monthly basis informing the status of activities assigned.

General Conditions: Procedures & Logistics

  • Consultant will be required to have expertize in CCEOP and CCE, and in some particular logistics arrangements shall be required to ensure timely delivery of assigned tasks of quality deserved. The consultant shall technically be supervised by the director EPI in RBC in collaboration with UNICEF Health Officer and UNICEF ESARO ISCM Specialist under the overall supervision of EPI manager and The chief of Child Health in UNICEF Rwanda. The evaluation of the consultant shall be completed based on timely, quality and accuracy of deliverables.
  • A qualified national consultant will be identified through a competitive process, payment conditions and terms will be agreed between HR and consultant. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to perform. All materials developed by the consultant will remain the copyright of MoH and UNICEF and will be free to be adapted and/modified in future.
  • In presenting technical proposals applicants should take into consideration that UNICEF shall not be responsible for any unexpected additional costs or arrangements required during the assignment.
  • UNICEF will hire one consultant for this assignment, and the contracted consultant shall be responsible for hiring and paying own sub-contractors as will be necessary.
  • Under consultancy agreements a month is defined as 21 working days and fees are prorated accordingly. Consultant is not paid for weekends or public holidays. The consultant is not entitled to payment of overtime and all remunerations must be within the contract agreement.
  • No contract activities may commence unless the contract is signed by both UNICEF and the consultant.

To qualify as an advocate for every child you will have…

Education background (Diploma, Degree, Advanced Degree or professional certificate):

  • Master’s degree in Biomedical engineering; Logistics and vaccine supply chain management, public health, or any other related fields.

Work-experience specify minimum years of progressively responsible professional work.

  • Five or more years of working experience in the field of vaccine and cold chain management.
  • Having capacity of supervising Cold Chain equipment installation and training of biomedical technicians and health care providers as well

Technical knowledge

  • Technical knowledge and experience in vaccine stock management and cold chain maintenance including EVM assessment methodologies as per WHO and UNICEF guidelines.
  • Experience in undertaking / analysing inventories of cold chain equipment and suggesting long term plans
  • Specific knowledge: Technical knowledge and expertise in planning, monitoring in relation to Cold Chain Equipment management

Competencies and skills: Strong facilitation skills, with prior training experience in EPI cold chain and logistics management

Language skills: Writing and speaking fluency in English language.
