JOB TITLE: INFORMATION AND COMMUNICATION TECHNOLOGY MANAGER

REPORTS TO: DIRECTOR OF FINANCE AND ADMINISTRATION**

DUTY STATION: NAIROBI OFFICE

Background

The Center for International Health, Education and Biosecurity (CIHEB)-Kenya is a local non-governmental organization collaborating with the Ministry of Health and County Health Management Teams to strengthen health systems for improved quality of health care in Kenya. CIHEB-Kenya is collaborating with the county governments of Mombasa, Kilifi, Kwale, Taita Taveta, Machakos, Makueni, Kitui, Nairobi, Kisumu and Migori to support the implementation and expansion of high quality, sustainable and comprehensive HIV prevention, care and treatment programs with funding from the President’s Emergency Plan for AIDS Relief (PEPFAR)

Job Summary

The primary duties are the security of the company’s computer systems and electronic data, development and implementation of customized systems and overseeing all computer-related activities.

Duties & Responsibilities

a) To maintain the LAN and systems in “state of the art” condition

b) To support installation of ERP modules and electronic medical records. To take ownership and responsibility of all technical, planning, operational and security issues concerning the LAN and systems

c) Assessing an organization’s technology needs and making upgrade recommendations.

d) Planning and recommending new hardware and software deployments. Conducting and verifying the validity of daily backups of the server.

e) Implement processes and systems to support accurate and complete medical record documentation. Protecting sensitive data, systems, and applications from external threats

f) To solve technical problems through trouble shooting. (Repairs and Maintenance).

g) Formulate strategic IT plans, policies and procedures and align information management strategies with CIHEB-K mission/goals;

h) Participate in the formulation and implementation of integrated network architecture for CIHEB-K computer systems and applications;

i) Lead in designing an optimized network infrastructure for CIHEB-K;

j) Putting in place a disaster recovery and business continuity plans;

k) Ensuring regular examination of systems security and application event logs;

l) Monitoring user accounts and access permissions through Active Directory – users and computers;

m) Monitoring all network services and applications;

n) Ensuring preventive maintenance on equipment and regular evaluation of existing hardware & software;

o) On a regular basis carrying out research on Hardware & software and share results with CIHEB-K;

p) Keep up to date with current trends in the Information Technology field and advise CIHEB-K on best practice; and

q) Motivating ICT staff and ensuring they are well skilled to manage the systems;

r) Monitor the performance of the ICT systems in and troubleshoot operational issues for corrective action

s) Provide help desk support on ICT and coordinate resolution on the same.

t) Maintain and track software licenses compliance for the application or system. Includes licenses for application as well as operating system, database, client, etc.

Requirements

a) Minimum of 5 years’ experience in similar role.

b) Knowledge and experience of Windows administration, Active Directory, Network Services – Dynamic Host Configuration Protocol (DHCP), Voice over Internet Protocol (VoIP), Satellite (VSAT), Domain Name System (DNS) etc Updates Services, DTU (lease lines), IT Service Management

c) Experience in deployment and/or support of ERP or enterprise systems

d) BSC in Computer Science, Engineering, Information Technology or a related field and 5- 7 years related work experience; or MS/MA and 3-5 years related work experience. ITIL, ITSM and CCNA certifications will be an added advantage.

e) Experience with a multi-site network (at least 3 sites) with a minimum of 100 users is highly desirable.
