General Background

UNHCR is working with approximately 200,000 refugees in Dollo Ado, Somali Region, Ethiopia. It has been acknowledged that the emergency phase has passed but it is recognized that a different way of working need to be adopted to support refugees and host communities into a longer term more sustainable development phase.

With support from the IKEA Foundation, DFID and other donors, UNHCR supports ARRA as an operational partner and NGOs as implementing partners in a range of sectors including Education, WASH, Protection, Nutrition, Health, Shelter and Livelihoods. Livelihoods is being seen as an increasingly important sector in order to support people to access income and become more self-reliant. One of the key components to supporting this objective is to involve refugees and host community in deciding what is most beneficial for improving their lives and livelihoods. More work is required to understand the available skill sets among refugees and host community, what they are prepared to contribute to actions undertaken for their benefit and how much responsibility people are willing to take in future development.

With this in mind UNHCR SOMEL has embarked on an endeavour of streamlining and improving all the existing data collection mechanisms, also improving its analytical and information management capacity, thus strengthening the operational planning, management of interventions, monitoring and reporting functions. Through such systematic approach to data collection and information management UNHCR SOMEL aims to maximize on use of all available resources, particularly through an increased engagement of implementing partners and refugee/host communities in data collection, monitoring and reporting.

The Information Management Associate assists in the production and dissemination of the aforementioned information on the population of concern, including but not limited to Protection and Programme information.

Purpose and Scope of Assignment

Under the direct supervision of the Information Management Officer and, as applicable, the Information Management Associate will be responsible;

  • Capturing requirements and developing adequate data collection tools using UNHCR’s Kobo Collect platform
  • Maintenance and configuration of tablets/laptops for use in electronic data-collection.
  • Assistance with deployment of electronic data collection tools, training, and technical support related to sue of tablets/laptops for data collection, also troubleshooting and providing assistance with data-transmission issues.
  • Assistance with data verification, cleaning and quality assurance tasks.
  • Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
  • Compile and aggregate information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
  • Collect, collate and process information and perform data quality and consistency control.
  • Produce summary statistics.
  • Assist with reports production and publishing.
  • Support the coordination of data collection teams.
  • Share UNHCR data with partner agencies and maintain SOMEL Digital Portal and Knowledge Base data and information in-line with agreed frequencies.
  • Participate and support Participatory Assessment+ process as well as other Surveys/Assessments carried out by the Operation, including these outside of UNHCR’s Operational Data Management scope, such as donor specific M&E log-frames.
  • Perform other duties as required

Job Requirements

Essential Minimum Qualifications and Experience

  • Minimum requirement: Completion of Secondary education with certificate/training in information technology.
  • Preferably bachelor’s Degree in information technology, demography, statistics, social sciences or any related area.
  • At least 4 years of relevant work experience.
  • Advanced Excel skills (e.g. Power Query, Pivot Tables, Charts and Graphs, Formulas, functions and VB Script and Excel Macros).
  • Experience with handling confidential data and demonstrated understanding of different data collection methodologies.
  • Fluency in English and working knowledge of another relevant UN language or local language

 Desirable Qualifications and Key Competencies

  • Successful participation in the Operational Data management Learning Programme.
  • Experience in web design and software development is an asset.
  • Experience with relevant software such as Microsoft Power BI, Microsoft Excel and Power Query, Power Apps, ESRI ArcGIS or QGIS, IBM SPSS, SQL Server, and/or proGres.
  • Experience with HTML, CSS, PHP, JScript, JSON, DAX, M/R an asset.
  • Proven skills to analyse statistical information.
  • Ability to formulate IM-related technical requirements and Operating Procedures.
