Context:

Through the Niger Community Cohesion Initiative (NCCI), IOM seeks to improve community stabilization by developing and implementing small-grant activities through a process-oriented, community driven approach in Diffa, Tillabéri and Tahoua regions. The overall goal of NCCI is that at-risk communities have more trust in local government authorities and state structures and have improved resilience and cohesion to resist and address conflict, insecurity and violent extremist threats in targeted regions.

Under the overall guidance of the Chief of Mission (CoM) in Niger, and the direct supervision of the Programme Manager (PM) for the NCCI, the successful candidate will be responsible and accountable for the implementation and coordination of the information management (IM) activities of the NCCI, including contributing to the creation of the information management

system and contributing to the development of different IM products related to the NCCI Programme.

S/he will liaise with relevant NCCI and other IOM staff and IM focal points from partner organisations to check that all programmatic and contextual (i.e. security/conflict related) data and information is uploaded in a centralised IM system. The IM Officer is also responsible for developing an easy accessible web based portal which contains an overview of key data on the NCCI activities in the three target regions in Niger (Tillabéri, Tahoua and Diffa), which will facilitate information sharing, coordination and decision making by the PM, COM, Head of Programmes (HOP), donor(s) and other partners.

Core Functions / Responsibilities:

  1. Implement and maintain a database that captures all relevant NCCI project data, including Monitoring and Evaluation (M&E) data, and other strategic information. Develop and monitor workflows to be utilized by all relevant staff.
  2. Ensure compliance to IOM’s data protection principles, including the protection of sensitive information.
  3. Ensure that all data that is captured is linked to Geographic Information System (GIS), and contribute to the development of attractive and user-friendly information products (including maps, graphs, etc.) based on the data collected on a regular and ad-hoc basis.
  4. Supervise quality control and quality assurance of data throughout the entire data management pipeline from the moment of collection to publication.
  5. Conduct data analysis and produce statistical data on a timely basis commensurate to the needs and demands of the programme and to assist in informing the decision-making process of senior management in relation to strategic direction of the programme.
  6. Develop a web-based portal where all NCCI project data and other strategic information from the target regions are presented, including from partners working in the same regions, which will facilitate synergies and highlight gaps.
  7. Train staff on the implementation of information management mechanisms to facilitate the smooth roll out.
  8. Participate in relevant inter-agency (UN/INGOs) information management working groups/meetings and support in liaising with external partners locally in relation to information management needs and coordination.
  9. Assist IOM Niger with the strengthening of information management tools and provide technical inputs into ongoing information management initiatives and partnerships.
  10. Support IOM Niger with the gathering, management, storing and sharing of knowledge and project data.
  11. Work closely with relevant technical colleagues in IOM Niger, RO Dakar, and HQ for the alignment of the information management system and products with IOM’s global rules and procedures.
  12. In coordination with senior management, PM, programme support unit (PSU) and Reporting Officer, facilitate timely preparation and generation of information products to share with donor(s) and other strategic partners.
  13. Perform such other duties as may be assigned..

Required Qualifications and Experience:

Education

• Master’s degree in Information Management/Information Systems, Computer Science, or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in the management and coordination of information flows, data management including collection, storing, processing and analysing data to generate information products;

• Experience with handling confidential data;

• Prior work experience with IOM is an asset;

• Prior work experience in the region and understanding of region issues and trends is an advantage.

Skills

• Ability to holistically analyse diverse datasets;

• Demonstrated understanding of different data collection methodologies;

• In depth knowledge of the latest technological developments in information technology and information systems;

• Demonstrated ability for leadership in the context of partnership building and consensual decision-making;

• Proven skills to analyze statistical information;

• Ability to formulate IM-related technical requirements and operating procedures;

• Ability to translate planning-specifications into technical briefs for data capture and analysis and vice versa.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French (oral and written). Knowledge of Spanish and/or local languages a distinct advantage.
