Context:

The International Organization for Migration (IOM), as a member of the IASC, recognizes the importance of accurate and timely information to advise an adequate humanitarian response as well as future transition towards return and recovery. Insecurity and instability in Libya have led to widespread internal displacement. IOM’s projects seek to provide a better understanding of IDP displacement and other mobility patterns in the country in order to inform a better targeted humanitarian response.

Under the overall supervision of the Deputy Chief of Mission, the direct supervision of the Programme Coordinator of Displacement Tracking Matrix (DTM), the successful candidate will be responsible for monitoring and implementing all aspects of the Information Management requirements to the implementation of the DTM.

Core Functions / Responsibilities:

  1. Assist in managing DTM’s integrated mechanism for data gathering and information management across all DTM components to facilitate accurate and reliable data is collected, stored, and submitted in a timely manner to be further processed.
  2. Analyse existing GIS systems and structure capacities, availability of relevant datasets, and data and information gaps. Contribute to the design of effective solutions to meet GIS-related needs in an accurate and timely manner.
  3. Enhance DTM’s data collection processes and the overall data management activities including mapping, encoding, storing, processing, and analysis, in specific to aspects related to GIS.
  4. Manage DTM’s database to facilitate data cleaning, extraction and analysis through the appropriate SQL queries to ensure the unit’s ability to deliver timely and verified data.
  5. Update and enhance DTM’s mobile data collection tools through Open Data Kit (ODK), KOBO and Enketo towards effective development of analytical reports on displacement and migration trends in Libya.
  6. Implement DTM technical assistance activities related to GIS and information management.
  7. Supervise and provide technical guidance to GIS and information management assistants as required.
  8. Manage the existing DTM database and DTM portal, as well as contributing to the development of new features to the portal as per requirements.
  9. Contribute to the development of and implement appropriate systems that backup, restore, data validation, and security procedures to facilitate data validation and availability.
  10. Work in close coordination with DTM’s Reporting Officer to the identified conditions and needs in areas affected by displacement and migration utilizing Microsoft Office, ArcGIS and InDesign.
  11. Work in coordination with DTM’s Quality & Monitoring Assistant to evaluate DTM’s data collection tools and processes and propose improvements in adaptation to the dynamic operating context as necessary.
  12. Support staff on GIS-related requirement for data collection and management, surveys and assessments, and maintenance and support of database systems.
  13. Conduct training modules for the stakeholders as required for the implementation of information management mechanism to facilitate smooth implementation of DTM.
  14. Participate in the dissemination and adaption as necessary of information management tools that meet partners’ and other humanitarian actors’ needs.
  15. Liaise with relevant national authorities, UN agencies, Non-Governmental Organisation (NGOs), think tanks, Working Groups, government authorities, and other stakeholders on issues relevant information management and DTM.
  16. Abide by and enforce IOM’s Data Protection Guidelines Policy.
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Information Management, Computer Science, Media or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in Information Management, emergency humanitarian operations; management and coordination of information flows, data management including collection, storing, processing, and analysing data to generate information products;

• In-depth knowledge of the latest technological developments in information technology and information system;

• Experience with handling confidential data;

• Demonstrated understanding of different data collection methodologies;

• Knowledge and understanding of relational data theory;

• Experience in advanced data visualization and information design skills

• Experience in analysing statistical information.

Skills

• Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa;

• Ability to compile and holistically analyse diverse datasets;

• Ability to formulate IM-related technical requirements and Operating Procedures.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.

The position will be in Tunis, Tunisia; with possibility of relocation to Libya if and when the situation is conducive.
