Proposal Summary:

The anticipated USAID project aims to upgrade the effectiveness of public financial management, improve fiscal management, budgeting and expenditure control as well as promote greater budget efficiency, transparency and accountability. This is expected to be a five-year project.

Position Summary:

The Public Investment Budgeting Expert will provide technical assistance, advisory services and training to Egyptian government officials to enhance their management practices of public investment funds on the macro and project levels. This is a full time position.

Responsibilities:

• Work with the Ministry of Finance, Ministry of Planning, line ministries and other government officials to map the public expenditure cycle and identify areas of improvements.
• Develop action plans and tools to address weakness in the capital investment cycle.
• Work with Egyptian counterparts to implement improvements at the national level and at the entity level.
• Work with planning authorities in Egypt to ensure that government entities are proposing projects based on identified needs and sound economic and social benefits.
• Work with the senior leadership of the project to develop tools and systems to provide technical assistance to the Government of Egypt (GoE) entities in the area of implementing capital investment project including the scheduling, resource planning, project management, monitoring and closeout.
• Work with the MoF/MoP to develop training materials and tools that will be used to provide technical assistance to GoE entities in implementing their public investment projects and portfolios.
• Carry out training of trainers and capacity building programs for Egyptian government officials.
• Train a group of staff from MoP/MoF to become Trainers to provide assistance to line ministries, governor offices and commissions in project planning and management according the international standard of the Project Management Institute (PMI).
• Work with MoP/MoF to ensure that their budget circular, plans and instructions are communicated down to the local level and that spending units are capable of properly budgets within their ceilings and reflect the most effective solutions for their socio-economic plans.
• Prepare reports and presentations as needed.

Qualifications:

• Graduate degree in engineer or relevant fields with a minimum of 10 years of progressive experience with the following skills:
• Extensive experience managing complex civil work projects.
• Extensive experience with the PMI processes and tools.
• A PMP certified and preferably a CAPM or a CSM or a CompTIA Project+ or a PRINCE2 Foundation/PRINCE2 Practitioner or a CPMP or similar certification preferred.
• Ability to analyze complex situations and provide sound advice.
• Proven ability to work with government officials with diplomacy and professionalism.
• Ability to analyze data and generate reports.
• Ability to train others and work with multiple teams.
• Professional fluency in English and Arabic.
• Experience working on USAID-funded preferred.
