Chemonics seeks an institutional development advisor for the USAID’s anticipated five-year, $100-300 million Integrated Child and Youth Development (ICYD) Activity in Uganda. This activity aims to improve youth learning outcomes while ensuring that children and youth are safe and healthy in their community and learning environments. Specifically, this activity will address primary school retention, provide technical assistance to orphans and vulnerable children service providers, and employ high-impact local partnerships to accomplish the activity’s objectives. This position is based in Kampala.

The IDA will be an experienced institutional development professional with exceptional leadership experience and a deep understanding of the local context. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide technical oversight of ICYD’s efforts to build the institutional capacity of partner local organizations to evolve and transition to USAID prime awards
  • Lead the conduct of institutional capacity needs assessments of ICYD’s partner local organization(s)
  • Develop and implement an institutional development plan specific to each participating local organization
  • Serve as key point of contact for subcontractors, responsible for the management of subcontracts and grants
  • Ensure quality control and responsiveness of technical assistance provided under the contract, including program results and deliverables
  • Develop ICYD’s systems and procedures in line with its strategic plan to ensure an appropriate foundation is laid for organizational sustainability for partner local organizations

Qualifications:

  • An advanced degree in international/local development, education, health, or another related diploma
  • Proven record of building and sustaining effective partnerships, advocating effectively, and communicating to various constituencies
  • Successful experience as a technical facilitator or coordinator of institutional capacity development initiatives
  • Familiarity with USAID development tools such as the Organizational Capacity Assessment and the Non-U.S. Organization Pre-award Survey
  • Proven success in a similar position
  • Experience in subcontract and grants management
  • Demonstrated ability to work and communicate effectively in a cross-cultural environment and collaborate in a multi-agency setting
  • Outstanding problem-solving skills, resourcefulness, and flexibility
  • Demonstrated leadership, versatility, and integrity
  • Excellent written and oral English abilities required
