The Carter Center is seeking a consultant to serve as Interim Country Representative (ICR) in Chad for a period of three (3) months. The ICR would oversee the implementation of the Guinea Worm Eradication Program based in N’djamena, Chad. The ICR assists in strategic planning and implementation of TCC-assisted program initiatives in Chad and ensures that the interests and resources of TCC are properly represented and managed. The ICR will coordinate with Ministry of Health and other national counterparts and with other national and international officials.

This position is located in in N’djamena, Chad. The SCR reports to the Vice President, Overseas Operations with appropriate functional guidance from Program Director(s) and the Vice President for Health Programs of The Carter Center.

Primary Responsibilities

  • Supervises personnel and manages financial, administrative and logistical operations of the field office, while working with headquarters, field staff, consultants and external experts to achieve project goals.
  • Represents TCC programs at meetings, workshops, briefings etc. as required in Chad. Maintains productive, strategic relationships with project partners and other key actors in Chad, including the Ministry of Health and other government agencies, international organizations, diplomatic missions, donors, civil society leaders and other critical institutions and groups. at meetings, workshops, briefings etc. as required.
  • Directs and supervises field office staff and expert consultants to implement all aspects of the programs, working in concert with the Center’s senior staff. Ensures effective and timely delivery of activity plans.
  • Provides analysis and advice to the Center on important programmatic, operational, and substantive issues.
  • Reviews and evaluates field administrative activities, maintains fiduciary responsibility of program funds, and ensures timely and accurate financial reporting.
  • Oversees logistical and administrative processes and ensures that all field offices operate in compliance with Carter Center policies and procedures, and local laws and regulations.
  • Manages the security and safety for all staff and international visitors.
  • Reviews and approves procurement requests and assists in managing administrative and financial requirements in support of field operations and research initiatives as required.
  • Prepares monthly narrative reports to the Program Directors and the Vice President for Health and Vice President of Overseas Operations about the status of TCC- assisted programs in Chad.
  • Performs related responsibilities as needed.

Qualifications

  • A bachelor’s degree in a field related to the program area is required. Master’s degree in a field relevant to operations, health, or other development-related field is preferred.
  • A minimum of seven years of experience, including five years of experience managing country office programs, administration, operations, and personnel (or equivalent combination of experience, education, and training).
  • Fluency in French. Excellent written and verbal communication skills in English.
  • Proven ability to work successfully in sub-Saharan Africa.
  • Track record of conducting program administration and field assessments.
  • Experience in project management, including field teams.
  • Demonstrated experience managing security issues in conflict and post conflict contexts.
  • Advanced financial and human resource management skills.
  • Strong analysis, including monitoring and evaluation, problem solving, prioritization, and risk-management skills.
  • Strong interpersonal skills, cross-cultural understanding and the ability to lead and motivate diverse, multi-disciplinary, geographically remote teams.
  • Demonstrated experience in team building, conflict resolution, ensuring participation, promoting mutual respect and active listening.
  • Experience working with donors, government officials, international organizations, NGOs and CSOs.
  • Strong organizational skills along with the ability to work in a fast-paced environment and meet tight deadlines.
