This internship is located within the United Nations Office on Drugs and Crime, Regional Office for Eastern Africa (UNODC ROEA), CPCJ Programme. The United Nations Office on Drugs and Crime (UNODC) is the global leader in the fight against drugs, organized crime, corruption and terrorism with widely recognized expertise and specialization on issues pertaining to international cooperation in criminal matters. Established in 1997 through a merger between the United Nations Drug Control Programme and the Centre for International Crime Prevention, UNODC operates in all regions of the world through an extensive network of field offices. The work of UNODC is guided by a broad range of international legally binding instruments and a set of United Nations standards and norms on crime prevention and criminal justice.

UNODC, as guardian of the United Nations Convention Against Corruption (UNCAC) and secretariat to the Conference of the States parties to the Convention, has the mandate to provide support and technical assistance to States Parties to effectively implement the Convention. The backbone for UNODC anti-corruption work is the normative framework provided by UNCAC.

The Regional Office for Eastern Africa of the United Nations Office on Drugs and Crime (UNODC ROEA), covers thirteen countries in the Region; namely, Burundi, Comoros, Djibouti, Eritrea, Ethiopia, Kenya, Madagascar, Mauritius, Rwanda, Seychelles, Somalia, Tanzania and Uganda.

The complex challenges facing the thirteen countries in the region in the area of human security demand a comprehensive and coherent approach. In this regard, UNODC has garnered expertise and knowledge in anti-corruption programming in the Eastern Africa Region. UNODC ROEA, in close consultation with the countries in the region, is supporting the implementation of UNCAC by building on regional platforms of countries to fast-track effective implementation of the Convention and leveraging regional capacities and knowledge to identify achievable and practical reform priorities. In addition, assisting countries to fast-track identified UNCAC implementation priorities by carrying out activities that serve to achieve tangible results in advancing countries’ efforts to implement UNCAC.

The project focuses on four (4) thematic areas: Corruption and Fraud in Public Procurement, Whistleblowing Protection, Financial Investigations and International Cooperation and has developed project programme around the said thematic areas.

Additionally, the Federal Republic of Somalia is one of the two jurisdictions on the continent that have not yet ratified the convention. In this context, in responding to an invitation by the government of Somalia, UNODC initiated support to work on a roadmap towards ratification for the country.

The internship position is offered for a period of six months starting in October/November 2020. The intern will work five days per week (40 hours) under the first supervision of the head of Crime Prevention and Criminal Justice Programme, UNODC – ROEA. The internship is UNPAID and fulltime.

Given the current situation due to COVID-19, selected interns may have to start working remotely from their country of nationality/residence subject to travel restrictions in effect both in their home country and duty station as well as availability of affordable air or surface transportation as applicable.

Responsibilities

Purpose of the Assignment

The purpose of this assignment is to support the UNODC Countering Corruption Pillar in Eastern Africa in implementation of the FTU (Fast- Tracking UNCAC Implementation) project and UNODC support to the Federal Republic of Somalia in fast-tracking the ratification of UNCAC in Somalia. It is expected that the intern provide support in developing research and prepare all necessary documents for the project and related administrative tasks.

Specific tasks to be performed by the intern: Under the direct supervision of David Robinson, the Regional Anti-corruption Advisor and the overall guidance of the Regional Representative for Eastern Africa, the intern will perform the following substantive duties:

  • Contribute to the implementation of the Fast-Tracking UNCAC Implementation Project by providing substantive inputs and administrative support to all assigned activities and initiatives championed by the Regional Anti-corruption Advisor
  • Support communication activities highlighting the work of UNODC ROEA’s Countering Corruption Pillar, to increase the visibility of UNODC ROEA and its partners in Somalia;
  • Work proactively with the Countering Corruption team to identify opportunities for capturing and sharing knowledge and disseminating information about UNCAC and its implementation in the region;
  • Conduct research on Somalia national legislation for the purposes of ratification and subsequent implementation of the UNCAC;
  • Draft, edit and review all the necessary background documents to develop an effective public participation programme on the basis of best practices to aid in the understanding of the UNCAC;
  • Assist with content updates for the UNODC ROEA website and social media accounts;
  • Support the Countering Corruption Pillar team with drafting and editing reports, letters and other written content;
  • Monitor and analyse daily media coverage in Somalia and the East Africa region relevant to the mandate of UNODC in fast tracing UNCAC Implementation;
  • Build a photo database containing images that convey the issues, actions and results of UNODC ROEA’s work, in accordance with UNODC guidelines;
  • Create Powerpoint presentations, infographics and tables;
  • Support the production of publications and other communication material, including graphic design and layout, and arranging printing and dissemination; and
  • Perform other work-related duties as required.
