Context:

The IOM Regional Office for the Middle East and North Africa (MENA) based in Cairo, Egypt, provides programme support and technical expertise to IOM Country Offices in the region. Across the Middle East and North Africa, IOM employs approximately 1,500 staff and has offices in Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Morocco, Sudan, the Syrian Arab Republic, Tunisia and Yemen.

The Liaison and Policy Unit focuses on the dynamic developments of the international migration discourse, and notably global events surrounding the Global Compact on Migration, the Global Compact on Refugees at the national, regional and global level. Given the specifics of the respective regions of the Middle East and North Africa, keeping abreast of migration trends, policies and evolving issues in order to ensure a close follow up policy implementation and application is part and parcel of this unit’s work. The unit further keeps stock of the evolving migration trends in the region which often have spill over impacts in the regional context. This includes ensuring appropriate participation in and contributions to the work of bodies such as multilateral processes specific to the region such as the Abu Dhabi Dialogue (ADD), the Arab Regional Consultative Process (ARCP), the Rabat Process, the 5+5 Dialogue for Migration in the Western Mediterranean, etc. Lastly, given the efforts to expand membership in the region, this division seeks to identify contributions, project ideas, reinforce and design new partnerships and obtain donor funding for the region.

Working under the overall direction of the Regional Director (RD) and the direct supervision of the Senior Regional Liaison and Policy Officer (SRLPO) in RO MENA, the successful candidate will provide technical and administrative support to the RD and SRLPO. The successful candidate will have the following duties and responsibilities:

Core Functions / Responsibilities:

  1. Assist with the preparation and background research for presentations of Power Points, and compilation of talking points, in coordination with relevant colleagues at Country, Regional and Headquarters levels. Review and editing of various documents.
  2. Provide support in drafting regional and country specific proposals or partnership opportunities, particularly for countries where IOM lacks or has limited presence.
  3. Participate in the organization of capacity building initiatives for country missions, government and civil society partners by compiling materials and assisting in the logistic coordination of the event.
  4. Assist in the preparation of information sheets, data on trends in the region for internal and external distribution; and stockpiling of policy related projects/activities in the region.
  5. Conduct research on specifically identified points surrounding policy developments linked to migration and development.
  6. Help analyze and share collected information on issues, trends and data as well as good practices with country missions, relevant colleagues and external parties.
  7. Be a note taker and observer as requested in external meetings and draft notes for file with follow-up action required to these meetings and events.
  8. Assist in the preparation of Quarterly Travel report for Regional Director and necessary briefing materials for duty travel.
  9. Perform such other duties as maybe assigned.

Required Qualifications and Experience:

Education

• University degree preferably in Political or Social Sciences, Law and /or Business Administration, or alternatively, from an accredited academic institution, or an equivalent combination of relevant training and field experience.

Experience

• Familiarity with migrant rights; the different aspects of migration and refugee law; trafficking in persons; and voluntary return and reintegration.

• Experience in humanitarian and policy work, including volunteer assignments, preferably on migration related policy issues an advantage.

Languages

Fluency in English is required. Working knowledge in Arabic and/or French is an advantage.
