Organizational Setting and Reporting

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live in with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. The Human Settlements Officer reports to the Senior Human Settlements Officer, Task Manager for Ethiopia, stationed in the Regional Office for Africa.

Responsibilities

1).Project Implementation: Project Management and Implementation: Ensuring effective and efficient execution of UN-Habitat projects, through technical guidance, quality, cost control and management support. Ensuring efficient and effective management of the project resources as per approved project document or substantive work plan. This activity includes coordinating overall work plans and budgets, preparing relevant documentation and reports, initiating procurement and recruitment of human resources, and liaising with implementing partners to ensure quality and timely delivery of UN-Habitat’s projects and programmes. Identifying issues of constraints relating to the work plan of the specific country and proposing suitable solutions for these.

2).Technical Assistance, Advisory Services and Outreach: Policy Development: Including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

3).Technical Assistance: Providing technical assistance and implementation support to the government, project partners and key stakeholders to ensure successful implementation of projects and programmes. Builds regional capacity for improved management.

4).Outreach Activities; conducting training workshops, seminars, etc.; makes presentations on assigned topics/activities.

5).Advisory Services: Providing quality technical input into project activities as well as to national institutions in line with MTSIP and the relevant thematic area. Assisting local institutions and government with developing relevant policies, organizing and participating in meetings with strength in the relevant focus area(s).

6).Representation and Liaising with key stakeholders: Representation role: Representing UN-Habitat vis-a-vie project partners and local and national government as per work pan or project document.

7).Manage Developing and maintaining close working relationships with relevant national and international partners, stakeholders, and other UN Agencies in the Duty Station.

8).Knowledge management: Ensuring proper knowledge management.

9).Others: Prepares the project and programme portfolio by providing inputs to the Regional Office through submission of status reports as required, developing performance criteria, contributing to recruitment activities and supervising national staff and international experts and consultants.

10).Undertaking any other duties relevant to the position defined as per country/region project and work plan approved.

Education

Advanced university degree (Master’s degree or equivalent) in an urban planning, architecture, engineering or a related field (geography, anthropology, environmental management, political science, land administration, basic urban services or relevant social science discipline). A first-level University degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of Seven (7) years of progressively responsible experience in areas related to human settlements, project or programme management and/or development, including at least three (3) years of experience at the international level.

Languages

English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

The United Nations Human Settlements Programme (UN–Habitat) is the United Nations agency for human settlements and sustainable urban development. It was established in 1978 as an outcome of the First UN Conference on Human Settlements and Sustainable Urban Development (Habitat I) held in Vancouver, Canada in 1976. UN-Habitat maintains its headquarters at the United Nations Office at Nairobi, Kenya. It is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. It is a member of the United Nations Development Group.The mandate of UN-Habitat derives from the Habitat Agenda, adopted by the United Nations Conference on Human Settlements (Habitat II) in Istanbul, Turkey, in 1996. The twin goals of the Habitat Agenda are adequate shelter for all and the development of sustainable human settlements in an urbanizing world.

Since October 2010 the Executive Director is Joan Clos, former mayor of Barcelona and Minister of Industry, Tourism and Trade of the Government of Spain.

The UN-Habitat mandate is also derived from General Assembly resolution 3327 (XXIX), by which the Assembly established the United Nations Habitat and Human Settlements Foundation; resolution 32/162, by which the Assembly established the United Nations Centre for Human Settlements (Habitat); and resolution 56/206, by which the Assembly transformed the Commission on Human Settlements and the United Nations Centre for Human Settlements (Habitat), including the United Nations Habitat and Human Settlements Foundation, into UN-Habitat. The mandate of UN-Habitat is further derived from other internationally agreed development goals, including those contained in the United Nations Millennium Declaration (Assembly resolution55/2), in particular the target on achieving a significant improvement in the lives of at least 100 million slum-dwellers by the year 2020; and the target on water and sanitation of the Plan of Implementation of the World Summit on Sustainable Development, which seeks to halve, by the year 2015, the proportion of people without sustainable access to safe drinking water and basic sanitation. Through Assembly resolution 65/1, Member States committed themselves to continue working towards cities without slums, beyond current targets, by reducing slum populations and improving the lives of slum-dwellers.
