PROJECT CONTEXT
Livelihoods in the Central and Eastern Equatoria States have traditionally revolved around agro-pastoral activities, such as cattle herding and small-scale agriculture. The fishery sector is most often a secondary source of livelihood, undertaken by the populations along the Nile River corridor as a buffer against the effects of harvest failures, agricultural product price volatility, violent conflict and other factors that threaten rural stability, economic development and food security. In response to the absence of fishery infrastructure, the Project is supporting the Government of South Sudan with the construction of multiple pieces of infrastructure, including fish markets, landing sites, and agri-processing centres.
Duty station: Juba, South Sudan, with in-country mission(s)
Duration: EOD: 07 January 2019, COB: 31 March 2019 (with possibility of extension)
Main Functions
Under the overall supervision of the UNIDO Project Manager (PM), and working in cooperation with national civil engineers and the Project’s Lead Architect, the Lead Civil Engineer is responsible for ensuring that all construction works undertaken by selected firms are in full compliance with technical drawings and Bills of Quantity (BoQ) as set out in the terms of reference annexed to the respective construction contracts.
- Together with the assigned national civil engineers, confirm a reporting template for reporting on construction progress. The template should cover all pertinent aspects of the construction process.
- Review regular reports (including photos) from the on-site national civil engineers. Ensure that BoQ and technical drawings comply with BoQ and drawings annexed to the subcontract.
- Any minor non-cost deviation from agreed construction drawings, BoQ or other construction documents are flagged and communicated to the responsible National Site Engineer for redressal with the contractor.
- Travel regularly to all project sites to observe works, record quantities, ensure compliance with BoQs and technical drawings, rectify minor challenges and report to the PM.
- Review field reports and provide the PM with endorsed reports as per the reporting schedule of each construction site.
- In consultation with national civil engineers and the Lead Architect, provide input to infrastructure design (BoQ and technical drawings) and construction (contract inputs).
- When deemed appropriate, provide recommendations to the Lead Architect and PM in regards to design, works and process optimization.
Job Requirements
Education:
- Master’s degree or equivalent, in civil engineering, construction engineering or related field. Bachelor’s degree or equivalent, in a relevant combined with substantial field experience may be acceptable.
UNIDO Languages:
- Fluency in both written and spoken English is required.
Field of Expertise:
- Minimum of five (5) years of experience working in the construction sector (i.e. supervision of works, preparation of construction/working drawings & BOQs, etc.)
- Demonstrated team building, decision making, problem solving, management and leadership skills required
- Must have experience with AutoCAD, Revit Architecture and other related engineering/architectural software
- Experience working with the UN system will be considered an advantage – Must have a valid driving license
