Rationale

Conflict analysis is the systematic study of the profile, causes, actors and other dynamics of conflict. It is a significant tool for conflict sensitivity and peacebuilding and it is rights-based, equity-focused, gender lensed.

Cote d’Ivoire Conflict Analysis Report 2019 will serve the following purposes:

  • Analyze the unresolved conflict roots and conflict drivers that can have an impact on status of children’s and women’s rights in the country or that could impede UNICEF implementation of activities in the following period 2021-2025;
  • Identify 3 risk scenario for the following period 2021-2025 (best case, most probable case, worst case scenario) with potential geographic areas, potential scale and potential programme affected in each of the 3 scenarios;
  • Recommend some programmatic strategies/approaches to mitigate the conflict risks for each of the 3 scenarios;

Methodology

The conflict analysis will be based on a gender and equity-sensitive approach children’s participation and youth engagement will be ensured at different steps of the conflict analysis process, particularly the consultant shall take into consideration the following levels of conflict analysis.

  • Desk review of existing data and information (UN sister agencies, government services, municipalities and civil society organizations. The conflict analysis will take into consideration internal conflict risk factors and conflict risks factors emerging form the neighboring countries)
  • Discussion with key people (UN sister agencies, government services, municipalities and civil society organizations, …)
  • Present and validate the main findings with UNICEF programme in Abidjan and sub-offices colleagues (Man and to Korhogo)
  • Internal presentation and discussion (Abidjan)
  • Internal final report (maximum 30 pages, focus on the analysis and programmatic recommendation rather than on the conflict description).

Tasks to be performed by the Consultant

The specific tasks to be performed include but are not limited to the following:

1. Develop a detailed plan for the technical assistance work and agree on the plan with UNICEF CO -1 week

2. Identify, review and extract relevant analysis from recent relevant publications and participate in field visits -2 weeks

3. Organize meetings with UNICEF sections, line ministries’representative -2 weeks

4. Developdraft conflict analysis report-2 weeks

5. Organize a workshop involving all sections and government and developing partners to discuss Conflict Analysis Report – 1 week

6. Organize a meeting with the relevant sections of UNICEF and governmental stakeholders before the finalization of the report -1 week

7. Finalize the Conflict Analysis Report – 1 week

Expected Deliverables

Draft report with PPP presentation in French that define possible three scenarios based on actual economic, social and political trends. The draft shall interalia includes:

  • possible economic, social conflicts and political troubles (preconditions) with their significant consequences and principal implications for women and children;
  • mitigation actions that UNICEF or UNCT could take to respond to these shocks;
  • preconditions that can affects Government implementation capacities and transitional measures which could be put in place

Final report with PPP presentation in French and English, validated by UNICEF

Length of Consultancy

The consultancy is expected to last 50 working days from April to July 2019.

Working Conditions

During the period of the contract, the consultant will be subject to the provisions in force at UNICEF concerning the safety, the respect of the rules, norms and procedures governing the personnel of the United Nations and UNICEF in particular. He/she will have to have a private computer.

Remuneration

The daily fees are established on the basis of the financial offer made by the successful candidates after the analysis of the files and the fee schedule of the individual consultants of UNICEF at the respective level. The payment will be done in two installments:

  • the first will represent 70% of the total contract amount after the provision by the consultant of the draft report and its approval by UNICEF Cote d’Ivoire
  • the second will represent 30% of the total contract amount and will be paid after the approval of the final report with annexes, by UNICEF

Required skills and Experience

Education

A university degree (Masters level) in Social Sciences, Economics or equivalent.

Experience and qualification

  • Have a professional experience of at least 8 years in social, political analyses;
  • Proven experience in collecting, analyzing and summarizing socio-economic data;
  • Proved experience in analytical studies in social sectors;
  • Good knowledge of political, economic and social contexts in Africa and Côte d’Ivoire;
  • Good work experience with teams and team work processes;
  • Have already participated in similar studies.

Languages

Excellent communication and writing skills in French and English.

The technical proposal will consist of:

  • A note on the understanding of the Terms of Reference (ToR);
  • A presentation of the methodological approach to be used to carry out the tasks;
  • A work plan and a detailed chronogram;
