JOB TITLE: Logistics Officer – Commodity Accounting

TYPE OF CONTRACT: Consultant level 1

DUTY STATION (City, Country): Ndjamena, Chad

DURATION: 06 Months (Extendable)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Chad is an arid, low-income and land-locked country, suffering from chronic food insecurity, denoting alarming levels of hunger. Chad hosts over half a million displaced persons in need of assistance: refugees from Sudan, C.A.R. and Nigeria, Chadian returnees from C.A.R. and people displaced by insecurity in the Lake region. To support long-term displaced population, WFP Chad will gradually shift from relief to resilience.

WFP Supply Chain operations in Chad primarily focus on in kind and market based food assistance provided to Sudanese and CAR refugees in the East and South of Chad, where WFP maintains a dozen of storage locations. Each year; commodities must be prepositioned before the rainy season (June to October) in those locations. WFP also assists IDPs in the Lake region and carries out resilience and nutrition projects throughout the country. The Logistics office in Ndjamena plays a critical role in the delivery of in Kind food or Cash Based Transfers, and WFP Supply Chain also provides transportation and storage services to partner UN agencies and NGOs.

ACCOUNTABILITIES/RESPONSIBILITIES

Under the direct supervision of the Head of Supply Chain, the consultant will undertake the following tasks:

– Contribute towards the development of commodity accounting strategy and LESS system processes optimization for better inventory management.

– Enhance overall commodity movement monitoring from upstream to downstream, ensure that real time transactions are maintained in LESS and produce weekly reporting on Key Performance Indicators (KPIs).

– Analyze data quality through LESS and propose solutions and recommendations to the Head of Supply Chain to improve the country office Data Reliability Score.

– Conduct regular transaction analysis, the frequency of the errors and develop training materials accordingly for the Head of Supply Chain validation prior implementation.

– Lead any new initiative developed from HQ Commodity Accounting in data simplification and digitization and ensure it’s fully implemented in Chad.

– Work closely with the Supply Chain Planning & Optimization officer to guarantee full LESS data alignment in all the generated reports.

– Identify training gaps and build productive relationships with the field offices to support an integrated approach country wide in commodity accounting.

– Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiencies in commodity management.

– Act in an assigned emergency response activity as required to meet the Supply Chain objectives in food assistance needs.

– Any other related tasks may be required or assigned by the supervisor.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education:

• An advanced university degree in a relevant field, or first university degree with additional years of related work experience and/or trainings/courses.

Experience:

• Typically, two years or three years progressively responsible professional experience in a relevant field of work, with a background and interest in international humanitarian response.

• Operational experience in WFP logistics;

• Strong organisation, communication and coordination skills;

• Ability to work to compressed timeframes;

• Sufficient credibility to advise partners and staff on operational requirements and optimum courses of action;

• Ability to solve or pre-empt problems;

Languages:

Working knowledge in French and English language.

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.

United Nations C-130 Hercules transports deliver food to the Rumbak region of Sudan.
