Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states

Basic objective of consultancy

To support the Federal Ministry of Education in developing a roadmap for the integration of refugee students into the national system.

Key Assignments:

  • Review of the current education policies, strategies and acts consistency with the Sudanese Government commitments under the Geneva Refugee Convention, AU Convention for refugees and the recent Djibouti Declaration on Refugee Education.
  • Review and assess refugee education structures within the government institutions at different level.
  • Review the Education statistics particularly for refugee children (EMIS).
  • Conduct Interviews and discussions with Key Stakeholders (FMoE, UNHCR, UNICEF, COR, HAC, Refugee Student Groups etc.)
  • Identify the required financial and human resources to implement the roadmap.
  • Prepare a comprehensive and agreed roadmap and guidelines for refugee integration, that receive both political and financial support.
  • Conduct a dissemination workshop.
  • Prepare a clear Terms of Reference for the National Committee for Refugees’ Education.
  • Draft a Memorandum of Understanding that details the roles and responsibilities of different stakeholders on refugee education (MOE, UNICEF, UNHCR, COR, …etc). Support setting up of coordination modalities that can strengthen effective partnerships, harmonization and complementarities on refugee education.
  • Conduct a capacity building needs assessment and identify the required technical support areas and prepare the terms of reference of the technical support required.Objective 1: To Support the Federal Ministry of Education in developing a roadmap for the integration of refugee students into the national system including:

  • Finalize the ToRs and MoU.

  • Provide a clear recommendation on improving refugees’ education coordination.

  • Capacity Assessment Report issued based on the review of the existing policies and structures.
  • Detailed ToRs for the areas of support needed.

Objective 5: Prepare a final report of the assignment

  • Prepare a Comprehensive mission report including all the relevant outputs

  • Final Report

To qualify as an advocate for every child you will have…

  • Master degree in Education, Social Sciences, Development Studies, or Organizational Development or similar discipline (if the proposed expert does not possess a postgraduate university degree, s/he must have at least 10 years of demonstrated equivalent professional experience);
  • Experience of education sector analysis, reform and management (covering some or all of education sector policy, financing, planning and programming; aid to education ministries, administration and management systems; institutional capacity assessment and capacity development planning) is essential; and
  • A knowledge of the education sector in Sudan would be an advantage.
  • Expertise and demonstrable experience in Refugees education policies, strategies and programs
  • Expertise and demonstrable experience in Capacity Needs Assessment, Education Strategic Planning and Coordination.
  • Fluency in written and spoken Arabic is an asset.

UNICEF was awarded the Nobel Peace Prize in 1965 and the Prince of Asturias Award of Concord in 2006.
