Justification
The Government of Rwanda has achieved most of the MDGs including the targets on water and sanitation. Despite this steady improvement in realizing the right to sanitation, 38% of the population do not have access to basic sanitation services, and according to the 2014-15 Demographic Health Survey, only 5% of Rwandans have a hand washing facility with soap and water. Aside from prioritizing water, sanitation and hygiene, the Government’s 2017-2023 National Strategy for Transformation also prioritizes reduction of stunting and early childhood development (ECD). Ensuring at least basic water and sanitation services in and outside the home as well as widespread hand washing with soap will be critical to achieving stunting and ECD targets.
UNICEF provides support to strengthen sanitation and hygiene services in Rwanda, primarily through support to the Ministry of Health (MOH), the National Early Childhood Development Program (NECDP) and Districts, as well as other key actors such as the Ministry of Infrastructure (MININFRA). UNICEF co-chairs the Environmental Health Technical Working Group (EH TWG), provides technical support on methodologies, strategies and approaches, develops evidence Past support has included capacity building and technical advice at national and district levels on programming approaches and monitoring, development of the National Hand washing strategy, In 2018-19, UNICEF focused primarily on strengthening methodologies for greater district authority ownership and engagement in 10 districts and further developing the Community-based Environmental Health Promotion Program (CBEHPP), as well as supporting MOH to develop the National Hand washing Strategy. In 2019-2020, UNICEF will focus on further developing and delivering an expanded CBEHPP program at district level to improve sanitation and hygiene services as well as implementing the National Hand washing Strategy. Focus will be on demand creation approaches as well strengthening government systems, particularly coordination through the EH TWG and monitoring sanitation and hygiene.
Objectives
The consultant will support the implementation and further development of UNICEF’s sanitation and hygiene program, including technical support to improve sustainable basic household sanitation services and hand washing with soap by developing strategies, approaches and methodologies, building capacity of partners, development of communications messaging and materials and enabling learning to improve programming at scale. **
Key Tasks and Indicative Deliverable
The consultant will focus efforts to support the following UNICEF 2019-20 Work plan activities:
- Define and support implementation of MOH-sanitation and hygiene campaign (coordination, communications and monitoring)
- Implement comprehensive revised CBEHPP approach in 10 districts, including district-led, community-based, supply and finance components
- Support MOH to implement the CBEHPP Roadmap nationwide, in collaboration with partners
- Support MOH to implement the National Hand washing Strategy
- Review NECDP plans and support strengthening of training on WASH in ECD
- Define and implement WASH in ECD centers in Gicumbi district towards developing a district model for NECDP
Consultant activities will include:
Support to MOH to strengthen government approaches towards universal basic household sanitation services and improving hand washing with soap
- Advise the development of sanitation and hygiene strategies and action plans, including integration and operationalization of monitoring
- Train government and partner staff on government-endorsed sanitation and hygiene approaches
- Advise implementation of campaigns on strategy, messaging, materials and dissemination
- Support coordination of partners through preparation and facilitation of EH TWG meetings
Support to NECDP to streamline WASH into its programming
- Support the development of streamlining policies, strategies and action plans
- Review existing and develop new training tools
- Train government and partner staff on approaches and tools
Support to UNICEF district-level programming towards universal basic household sanitation services and improving hand washing with soap
- Provide technical support to UNICEF and SFH to review current approaches towards implementation of the full revised Community-Based Environmental Health Promotion Program (CBEHPP) at district level
- Analyze data and improve SFH tools for monitoring, planning and implementation
Programmatic learning
- Provide technical guidance to UNICEF to support the management of the Formative Research contract
- Review and document programmatic learning and provide recommendations for program adaptation **
The consultant will spend two weeks per quarter in Rwanda to provide trainings, facilitate workshops and engage in district activities to inform the consultants outputs.

Desired competencies, technical background and experience
The consultant needs to have the following experiences:
- An Advanced University Degree in social and behavioral science, sociology, anthropology, psychology, education, communication, public relations or other related field is required
- Minimum of 10 years of professional experience in areas relevant to sanitation and hygiene programming including: social development program planning, communications for development, market development, systems strengthening, and public advocacy
- Experience in effective and sustainable sanitation and hygiene programming, including approaches to create and sustain demand, supply products and services, and enable sustainable sanitation and hygiene services
- Experience in developing community engagement approaches.
- Experience in monitoring processes, outputs and outcomes
- Experience working low-income countries
- Experience working to strengthen government approaches, particularly working closely with government agencies
- Experience with development of materials for and delivery of training of trainers
- Relevant experience in related areas in a UN system agency or organization is an asset.
- Proficiency in English required. Knowledge Kinyarwanda, French and/or Swahili will be an asset.
Evaluation Criteria
75% – Technical expertise in reviewing and developing approaches to expanding sanitation services including: behavior change approaches, strategy development, training material development and training delivery, monitoring through government systems and project monitoring, and market development.
25% – Financial proposal, detailed in Financial proposal **
Financial proposal is weighted at 25%.

9. General Conditions: Procedures & Logistics
The consultant will work from Home. However, the consultant will be required to travel to Rwanda for a period of two working weeks every two months for completing certain task that matches the assigned works activities. The consultant will use his (her) own computer. The consultancy fees, living allowances and travel cost and transport cost within the country while in Rwanda, will be included in the negotiated lump sum. Therefore, the consultant will manage his/her own travel from place of recruitment to Rwanda and back to the original place of recruitment. During the consultancy period in Rwanda and on the request by the supervisor, UNICEF shall provide the Consultant with transport to attend to relevant consultancy activities outside Kigali.
