Legal Professional Development and Anti-Corruption (LPAC) Project, Liberia
Project Summary:
The USAID Legal Professional Development and Anti-Corruption Program (LPAC) is five-year project implemented by Checchi and Company Consulting and consists of two components. The first component directs capacity building to the four key Liberian justice sector institutions that educate, regulate and inform legal professionals. The second component, under a sub-contract with MSI, supports the Liberian Anti-Corruption Commission (LACC) and associated Government of Liberia entities in their efforts to investigate and prosecute corruption cases, supports enhancing organizational structures and systems of the LACC, promoting education, outreach and prevention activities, and assists the LACC in its anti-corruption leadership and coordination roles.
Position Summary:
MSI seeks an international consultant to train investigators in conducting training for specialist officers of Liberian ministries, agencies and commissions. LACC investigators are the main Liberian government officers charged with investigating corruption and misconduct by Liberian government officials. However, it is not possible for the LACC to investigate every complaint of corruption and misconduct; it is also LACC policy to increasingly make Liberian ministries, agencies and commissions primarily responsible for managing their own corruption and misconduct issues, particularly in cases where the public interest does not justify a full investigation by the LACC. In addition, the LACC will refer complaints made to it in appropriate cases to trained officers of the relevant Liberian ministry, agency or commission subject to the LACCs overall supervision. However, establishing these in-house teams requires officers with a basic level of skills to conduct investigations.
The consultant will conduct investigation training for a group of government officers which will also be attended by LACC officers. The consultant then will train those LACC officers in how to conduct that training for other Liberian government officers. This assignment is scheduled for April 2020.
Responsibilities:
- Develop a detailed syllabus.
- Deliver a training in investigations to government officers with no particular experience of conducting investigations over a five-day period.
- Deliver training to LACC investigators as to how they might conduct that training themselves over a five-day period.
- Assemble handout materials for the training including training slides, reading materials, exercises, reference materials and links for on-line resources, etc.
Required Qualifications
- At least 10 years of experience of conducting investigations for in a government environment, ideally in or with law enforcement and regulatory agencies.
- At least 5 years of experience in training government officers, particularly in the conduct of investigations.
- Preferred graduate level degree in accounting, public management or administration, law or criminal justice.
- Experience working in Africa preferred.
- Experience working with USAID or another donor program is preferred.
- Fluent English language is required with strong oral and written communication skills.
