The Programme

The British Government through the UK Department for International Development (DFID) is supporting emerging urban centres in Kenya through the Sustainable Urban Economic Development Programme (SUED). SUED is a £60 million, five-year programme, supporting 10 fast growing municipalities to develop sustainable urban economic plans and attract investment for critical climate-resilient infrastructure and value chain projects, to better harness inclusive economic growth.

The Position

SUED is inviting interested firms/consortium to submit tenders to offer investment attraction services ranging from completion of pre-feasibility studies to drawing in investors to fund specific projects in three municipalities in Kenya, namely: Malindi, Isiolo, and Kitui.

This will involve taking the projects all the way from conducting pre-feasibility studies to achieving financial close, over a period of 3-4 years. The interested firms/consortium will be required to help the selected municipalities develop and implement investment promotion strategies and draw in investors to fund commercially bankable climate-resilient infrastructure and value chain projects identified in their urban economic plans. The preferred supplier is expected to provide all the needed support, inputs, documentation, services and content for the project to achieve successful financial close.

The Firm/Consortium

Interested firms/consortium will be required to demonstrate the following in their response to this ITT:

  1. In-depth experience in the provision of investment attraction and/or transaction advisory services;
  2. Ability to work at national or sub-national level in Kenya or similar setting;
  3. Ability to conduct pre-feasibility studies across a range of sectors in various municipalities in Kenya;
  4. Ability to develop and implement investment promotion strategies;
  5. Extensive networks within the investing community (both public and private);
  6. Experience in developing match-making platform for investors and those seeking capital to connect on active deals;
  7. Expertise in structuring various types of investment transactions including use of early stage/seed financing vehicles.

When David Coffey saw the potential for geotechnical engineering in the 1950s, it was a little understood discipline rarely used in Australia. It was a pioneering profession, yet to make inroads in this growing country.

Seeing its value, David travelled to Canada where he lived and worked, honing his craft and building his skills as a geotechnical engineer.

Returning to Australia in 1959 to start his own business from his Sydney home, he launched Australia’s first geotechnical engineering firm. Coffey was born, bringing innovation and insight to projects throughout Sydney.

We’ve been breaking new ground since the very beginning.

It took just four years for Coffey to lead the market, edging out competitors that had arrived from overseas. By the mid-1960s, we were working across Australia and continuing to grow.

In the 1970s, Coffey ventured overseas, creating new opportunities for the company. But it was during the 1980s that Coffey really expanded. New work saw us grow, while strong financial management ensured stability. Our offices in Kuala Lumpur and Bangkok were opened and the future looked bright.

In 1990, Coffey International Limited was listed on the Australian Stock Exchange.

We spent the following decade steadily growing as we transitioned from a private to public company and further developed our reputation for technical excellence. In the early 2000s, we embarked on a range of acquisitions, diversifying the company beyond its traditional origins. We were now involved in more industries than ever before – all over the world.
