Invitation for Translation of SMART Skill Assessment Narratives

In Ethiopia, CRS has a long and rich history of providing emergency relief and development assistance to the people of Ethiopia since 1958. At present, CRS/Ethiopia implements multiple projects through different partner organizations. CRS/Ethiopia has a highly diverse portfolio ranging from very large food-supported emergency response to cutting edge development programs. The current CRS/Ethiopia budget stands at $100 million with funding from the U.S. Government, UN agencies, private foundations, individual donors, and CRS private funds.

Background
CRS developed the Skills for Marketing and Rural Transformation (SMART) skills approach to build the capacity of smallholder farmers and to ensure that farmers develop all the essential skills for successful and sustainable market engagement. The SMART Skills has five contents which include: how to work together as a group; savings and financial management; natural resource management; innovation; and business and marketing skills. These skill sets are now the foundation for the Pathway to Prosperity of the A&L SPA strategy, the main approach for reaching A&L beneficiaries, and are essential to enabling households to advance themselves through each step of the Pathway.
CRS-Ethiopia is currently implementing two activities that include in their design the SMART Skills approach: Ethiopia Livelihoods and Resilience Program (ELRP) and Livelihoods Resilience in Oromia (LRO), funded by USAID Food for Peace (FFP) and Feed the Future (FtF), respectively. These activities are meant to reach a total of 78,125 Productive Safety Net (PSNP) Agriculture and Livelihoods beneficiaries with the final goal of achieving sustainable livelihoods that contribute to their economic well-being. To achieve this goal, these projects works to develop farmers’ organization, finance, natural resource management, innovation and marketing competencies by making an important investment in capacity building activities.
Ensuring quality along this training cascade, requires the establishment of a M&E system to assess the effectiveness of the capacity building activities at these three levels. Hence, CRS is planning to conduct a SMART skill assessment.
Accordingly, data collection tools were prepared in Afaan Oromo and to facilitate data collection and two types of data (Qualitative-through narratives gathering and quantitative) were collected and submitted for the report writing. Therefore, to facilitate the report writing, there is need to translate all the collected narratives in to English. Therefore, This ToR is prepared to recruit a consultant/ or freelance consultant, who is willing to translate narratives/stores collected in Afaan Oromo in to English.
OBJECTIVE
The objective of this task is to translate narratives collected from individual respondent during SMART skill assessment. The total estimated pages of the narratives 141 pages;
- on-farm crops/NRM/innovation skills – 34 pages
- on-farm livestock/NRM/innovation skills- 47 page
- on-farm organization/finance/marketing skills-28 page
- off-farm organization/finance/business skills- 32 page
The number of actual pages to be translated will be decided in consultation with the translator based on CRS translation standard approach;
DELIVERABLES
Present technical and financial proposals to undertake the work
Submit draft translation documents for review and feedback as per the agreed deadline.
Revise the draft translation as per comments from CRS Ethiopia and submit final documents.
SPECIFIC TASKS
– Produce a 100% accurate translation of the Afaan Oromo Narratives in to English
– Ensure the timely delivery of translated and edited materials
– Submit translated document (soft and hard copies) to CRS/Ethiopia on time. The soft copies should be submitted in Microsoft word format to facilitate review.
– The task performed under this ToR is the property of CRS/Ethiopia.
TIME FRAME
The translator is expected to complete the task and deliver the translated documents with in fifteen days (before September 25,2019)
Job Requirements
Education:
MA/MSC or BA/BSC Degree in social science or related field of study
– Educational background in literature, language studies, curriculum, pedagogical science, etc. Educational background in Afaan Oromo is a plus.
– Excellence in translation and proofreading works.
Experience:
2 years for 2nd Degree or 5 years for 1st Degree
– Proven experience in translation of training manuals, guides, documents from Afaan Oromo in to English and vise versa.
– Proven ability and capacity to deliver translations to meet tight deadlines.
