The Country Office also supports programmes that use food assistance to empower women; transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. We are seeking to fill a position of IT Operations Assistant (SSA-5), based at Jijiga seconded to Somali Region Disaster Risk Management Bureau (DRMB), under Jigjiga WFP Area office.

In the area of capacity building, WFP Ethiopia Country Office aims to capacitate the regional DRMB in collecting, storing and disseminating early warning information to support informed decision making in the region. Capacity building of the Somali region government DRMB in early warning is part of the capacity building MOU signed among WFP, the National Disaster Risk Management Commission (NDRMC) and Somali region DRMB.

One component of the early warning capacity building is digitalization of early warning data collection, storage, analysis and dissemination of data. This digitalization needs an expert in Information Technology and this post help us facilitate the digital data capturing, storage and dissemination of results in the region DRMB.

The special focus of this assignment will be to deliver standard IT support to Somali Region DRMB to facilitate full implementation of SMS based data collection, storage and dissemination of early warning information by effective delivery of IT services.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Programme in Jijiga AO and  under the technical supervision of  the Head of ICT in the County Office, the incumbent will  foresee the below  duties  and responsibilities:

  1. Undertake basic monitoring and troubleshooting of server system established for Early warning data collection, storage and dissemination to ensure a consistent delivery of IT services to DRMB.
  2. Install, operate and maintain telecommunications systems and equipment, to ensure optimal services to DRMB.
  3. Undertake configuration and installation of the SMS based data collection system in collaboration with the outsourced company.
  4. Ensure smooth flow of digitalization of data collection in DRMB (range of activities from web-based data collection to SMS based data collection).
  5. Respond to basic queries about technology and systems to support the correct application of technology.
  6. Ensure information is up to date and accurate in the database synced via data collection tools
  7. Design and implement backup system.

8. Develop guidelines/documentation for DRMB staff on the overall data transfer, data arrangement and design of workflow.

9. In collaboration with CO VAM and WFP Somali Area office, provide training and consult ICT solutions to early warning data collection (tablet based, data management and visualization/dissemination of results)

10. Perform basic beta testing and support rollout of a tested system for Somali region DRMB data collection digitalization process.

11. With direction from senior colleagues, collate information to be included in standard material such as training documentation and web content, to contribute to the availability of information about services and products.

12. Perform other duties as required.

Job Requirements

Education: A University degree in IT-related disciplines (Computer Science, Information Management System and related fields)

Experience: Four years and more working experience focusing on IT related works mainly server-based data management.

Knowledge & Skills: Strong and proven knowledge and practices of ICT. Proven knowledge, abilities and skills in the areas of ICT; use of digital data capturing and visualization platforms.

Languages: Fluency in oral and written English; Fluency in Somali language has an added value

Competencies: Ability to establish priorities, plan, coordinate and organize one’s own work plan; Resourcefulness, initiative, maturity, tact, advocacy skills; Ability to establish and maintain good working relations with people of different national and cultural backgrounds, ability to work well in a high-pressure environment.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme.
