Job Summary:

We are seeking a highly trained and qualified Field Officer to join our Uganda team based in the Karamoja office (Namalu). The Field Officer is part of the Programme Team and is responsible for implementing Innovation: Africa’s field project activities. The Field Officer works under the supervision of the Project Manager and will support activities related to the identification and implementation of new projects, selection of beneficiaries, implementation, reporting and direct liaising with the community. The Field Officer must be a community expert, ready to actively engage in community mobilization, coordination and sensitization in order to foster responsibility and ownership of Innovation: Africa’s ongoing and completed projects. As this is predominantly in-the-field work, candidates should expect frequent travel to the field to identify new projects, oversee the construction and implementation of ongoing projects, and monitor completed projects.

Professional Skills:

A Community Development field Officer is required to:

● Have 5 years experienced with working in the world of community development; ● Be knowledgeable of the Results Based Accountability processes (RBA); ● Understand the current legislation and policy in relation to social exclusion and poverty in Uganda;

● Show commitment to the role and functions of local government and community development work;

● Be a strong communicator with the ability to easily and effectively present in front of a wide range of people and organizations;

● Produce good quality written reports and materials;

● Demonstrate strong interpersonal skills in order to establish productive relationships with elected members, senior officers of the council, external organizations and local residents;

● Grasp and assimilate new information quickly;

● Work on own initiatives or as part of a team and to give leadership and direction to others;

● Find solutions to complex and sensitive issues;

● Work under pressure and to tight deadlines;

● Be passionate and highly motivated with the ability to demonstrate energy and vision to inspire others;

● Demonstrate the desire to make a positive contribution to improving the quality of life for people in deprived communities;

● Understand the importance and principles of community involvement and participation.

Responsibilities:

● Oversee all operations in-field throughout the project’s lifespan: prospective project search, project implementation, monitoring and evaluation ● Appropriately sensitize the communities, establishing steering committees, coordinating the establishment and management of income generation activities for the sustainability of the projects

● Support the Project Manager in managing relationships with government and other stakeholders.

● Send updates and reports to international management team of implementation for on-going projects and monitor projects already established ● Plan and coordinate the implementation of WASH activities

● Assist in designing Innovation: Africa’s WASH program approach with local stakeholders

● Develop and conduct WASH related training to project staff, Community Health Workers, medical staff, WASH committees and to other relevant stakeholders ● Conduct regular monitoring of all projects sites; planned, ongoing and completed activities to assess project impact

● Provide technical assistance in preparing viable recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of Innovation: Africa’s mission

● Contribute to the preparation of status and progress reports by providing information, preparing tables and gathering project data

Qualifications

The ideal candidate is a dedicated team-player with community development and project management experience. Detail orientation, problem-solving, and passion for human development are a MUST. Those with a Bachelor’s Degree in Social Work, Social Administration, Development Studies, and other related degrees are encouraged to apply.

Compensation: Commensurate with experience.

Requirements:

● A minimum of 5 years’ previous experience working in the sector of community development and WASH projects

● Good computer skills, including email and Microsoft office software ● Driver’s license and off road driving experience

● Experience riding Motorcycles is a plus

● Ability to commit to flexible working hours

● High proficiency in English; both writing and speaking

● Must be fluent in Karamojong

● Educational background in international development or community development is a benefit.
