Job Summary
Under the supervision of the Kisili Project Director, the Kisili Program Quality Project Manager provides program quality and management support of CRS Mali’s Rapid Response Mechanism funded jointly by OFDA and FFP and now being extended for a fourth phase of implementation. Its overall goal is to provide lifesaving assistance to Mali’s most vulnerable populations affected by conflict, drought, and flooding. The RRM is two-pronged: CRS and its local partners both organize multi-sectoral needs assessments following crises across Mali and provide emergency response when no other actor is positioned to quickly respond. The Program Quality Project Manager will be responsible for ensuring the overall quality of Kisili information systems and organizing and managing data collection for both emergency assessments and post-distribution monitoring. S/he will lead analysis and processing of data and will support the Kisili Project Director in planning, managing, monitoring, and reporting on project activities as needed.
Roles and Key Responsibilities
- Support Kisili Project Director in managing and implementing all activities throughout relevant project cycles – project design, start-up, implementation and close-out – to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices.
- Effectively manage MEAL Project Officers. Manage MEAL team dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor individual development plans and complete performance assessments for direct reports. Oversee the development of staffing plans.
- Ensure strategic leadership of Emergency Department MEAL function, emphasizing quality and timeliness of data collection and analysis and identification and implementation of innovative practices.
- Manage USAID-funded DHIS2 information management platform for rapid response activities in Mali, ensuring the efficient function of the platform and effective, timely support of platform users.
- Ensure that Emergencies Department accountability mechanisms are appropriate for project target populations and that feedback collected populations is systematically analyzed and utilized to improve program quality.
- Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
- Act as a key resource person in project design and proposal development in respective programming area, gap-filling and taking on growth responsibilities, as needed.
- Coordinate the identification of capacity and technical assistance needs of partner staff and capacity strengthening and required interventions to support quality project implementation.
- As designated, represent projects in external events (conferences, meetings, workshops, etc.), ensuring strong visibility with key stakeholders
- Serve as Acting Kisili Project Director as required in periods of absence
Basic Qualifications (BQs)
Education and Experience
- Master’s Degree in International Development, International Relations or in Monitoring and Evaluation required. Additional experience may substitute for some education.
- Suggested 2 years of relevant field-based experience in coordinating or managing complex projects, preferably with an international NGO.
- Additional experience may substitute for some education.
- Project management experience in Program Quality support or MEAL is highly desirable.
- Experience engaging with partner organizations.
- Experience contributing to the development of technical proposals.
- MEAL skills and experience preferred.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
Required Languages — English and French
Travel– The position is based in Bamako and will require only limited travel to the field

Work Conditions/Environment Conditions
Bamako is currently at a Security Level II, which indicates that international posts are accompanied. However, most regions in Mali are qualified as Security Level III and require careful monitoring and respect of security protocol.
