Lead consultant, Youth 4 Peace study “The Roles and Contributions of Youth to Peace and Security in Africa”

1. Background

The Peace and Security Department (PSD) launched the Youth for Peace (Y4P) Africa Program in September 2018 as part of its efforts to contribute towards the actualization of Aspiration four (4) of Agenda 2063 of the African Union (AU), in particular its flagship project – Silencing the Guns by 2020. The programme was set up with the primary objective of effectively engaging, involving and collaborating with youth – individual and organized groups – in the promotion of peace and security on the continent. Y4P Africa aims to implement Article 17 of the AU Youth Charter (2006), the 665th Communiqué of the Peace and Security Council (PSC), as well as the United Nations Security Council Resolution (UNSCR) 2250 and 2419.

In order to promote acceptability and recognition of the programme, the PSD-Y4P advocated for and secured the first PSC open session on Youth, Peace and Security (YPS), which was held on 8th November 2018, in commemoration of the Africa Youth Day. Key decisions of the communiqué of the 807th meeting of the PSC include the call to Member States to urgently implement UNSCR 2250, 2419 and other regional and continental instruments relating to youth, peace and security. The Council also requested the Commission to appoint five regional African Youth Peace Ambassadors to work with the AU Youth Envoy in championing the cause of peace and security on the continent; finalize the ongoing Framework on Youth Peace and Security; and, conduct a study on the roles and contributions of youth to peace and security in Africa. The lead consultant will support the development of this study on the roles and contributions of youth to peace and security in Africa.

2. General tasks

The lead consultant is tasked with the overall technical and scientific responsibility to coordinate and produce a continent-wide empirical report on the roles and contributions of youth to peace and security in Africa. This task is derived from the PSC-mandated study following its 807th meeting held on 8 November 2018 in Addis Ababa, Ethiopia. The lead consultant will have technical oversight and scientific leadership and will guide the four other consultants. In addition, the lead consultant will also complete regional research in West Africa. The lead consultant will be responsible for writing a coherent, overall report with inputs from the other four consultants. The aim of this study is not merely to document the roles and contributions of youth in the area of peace and security but to identify potential entry points for youth in this area and recommendations for the AU and RECs to support the inclusion of youth in peace and security.

The lead consultant’s role is divided into two aspects:

(a) The lead consultant will act as a regional researcher in West Africa. As part of this role, the consultant will conduct a short desk study on the roles and contributions of youth to peace and security in West Africa. In addition, the consultant will select the participants of a regional consultation and field visits to take place in West Africa, which will serve as a source of qualitative data for the study. The selection will be based on a call for applications published by the PSD-Y4P. The consultant will be tasked with the organization, structuring and documentation of a two-day regional consultation in Nigeria and field visits within Nigeria as well as to Mali and Guinea Bissau. The PSD-Y4P will provide guidance on the agenda for the regional consultation. The consultant is expected to use the interview guideline provided by the PSD-Y4P as a minimum standard for data collection. The consultant will also be expected to take photos and film short videos during the regional consultations and field visits according to specifications from the PSD-Y4P. Analysis will be based on data gathered during the regional consultation and field visits as well as data provided by PSD and other relevant sources. Following data analysis (qualitative and quantitative), the consultant will write a chapter on the roles and contributions of youth to peace and security in West Africa, thereby clearly outlining potential entry points for youth in peace and security as well as recommendations to the AU and RECs as to how the inclusion of youth in peace and security may be supported. The consultant will write one op-ed based on their regional research as well as a policy brief based on a thematic area of the study.

(b) The consultant is expected to coordinate the other four regional consultants and provide technical support to them. The other consultants will provide draft chapters on Southern Africa, Central Africa, North Africa and East Africa. The consultant will have overall technical oversight and will have to ensure that a coherent, continental report is produced based on the inputs from the other consultants, e.g. that the chapters are all written in the same style. The lead consultant will also write the remaining sections of the report including, but not limited to: Foreword, Acknowledgement, Table of contents, Acronyms, Definition of terms, Executive summary, Introduction, Methodology, Background/overview of changing status of youth in peace and security in Africa, West Africa, Synthesis of analysis, General recommendations, Conclusions. The lead consultant is expected to provide edited versions of the study based on requests from the PSD-Y4P as well as results from the pre-validation and validation workshops. In addition, the lead consultant will coordinate the publication of op-eds and policy briefs by all consultants. The lead consultant is expected to attend the regional consultations in Central Africa, Southern Africa and East Africa in addition to the regional consultation in West Africa. Lastly, the consultant is expected to play a lead role in the validation of the report and its finalization. At the invitation of the PSD-Y4P, the lead consultant may be expected to present the report to the PSC.

3. Place(s) of Assignment

Travel costs will be limited to the participation of three regional consultations and participation in the pre-validation and validation workshops.

Qualifications

The consultant should have the following qualifications:

I. A PhD in Political Science, International Relations, Peace Studies, or Conflict Resolution;

II. At least twelve (12) years relevant work experience spent in any one or more of the following: A university or policy research think tank with a pan-African outlook and orientation in one of the disciplines mentioned above;

III. Prior experience working in West Africa, including prior research conducted in and published on West Africa;

IV. Experience of youth research and advocacy, peace and security agenda in Africa; including the African Union’s initiatives in peace and security in Africa;

V. Proven record of contributing to regional and continental reports in the areas peace and security;

VI. Excellent analytical and writing skills as well as good communication and presentation skills;

VII. Excellent command of English as the working language, both spoken and in writing;

VIII. A strong publication record (academic or policy oriented) with a minimum of 15 publications.

4. Timeframe

The consultant will work on the study between May and October 2019. The final version of the study should be submitted by: 1st October 2019.
