ABOUT ANPPANSOM

ANPPCAN-SOM is a legally registered body in Somaliland and Somalia. It is a non-government, not-for-profit and non-partisan organization concerned with status of children and women in general and those in need of protection in particular. Since its establishment ANPPCAN-SOM has been working to realize child rights, promote their protection and fight malnutrition through its projects. ANPPCAN-SOM has spearheaded efforts to create a sound child rights and protection among political players, policymakers, policy implementers and the general public through advocacy and communications.

BACKGROUND OF IYCF PROJECT

ANPPCAN-SOM with the support of UNICEF has initiated a Community based Infant and young child feeding (IYCF) program in Hargeisa, Borama and Berbera IDPs as well as some draught affected areas in Oodweine districts of Somaliland. The project is supported by UNICEF and is being implemented in collaboration with MoHD. The IYCF project intends to deliver IYCF/NHHP counseling and promotion package as well as create an enabling policy environment. In terms of creating an enabling environment, ANPPCAN-SOM has taken an initiative through supporting the ratification and enactment of the BMS code as well ILO convention 183 and related recommendations for the protection of breastfeeding mothers at work places. This initiative is expected to enable Ministry of Health and other sectors to support the implementation of both BMS code and ILO convention 183.

The legal advisor will contribute towards effort to the development and enactment of the BMS code as well as the ILO convention 183 in Somaliland. Specific duties and responsibilities of the legal advisor are indicated below:

DUTIES AND RESPONSIBILITIES:

Lead the revision, updating, translation and enactment of the BSM code;

ü Lead the revision, updating, translation and enactment of ILO convention 183and related recommendations;

ü Provide technical guidance and support to the task-force designated to BSM code ratification;

ü Provide technical guidance and support to the task-force designated to the ratification of ILO convention 183 and related recommendations;

ü Draft legislative proposals/amendments and contribute to the ratification of the BMS code and ILO convention 183 and related recommendations;

ü Monitor BMS code violations and report to the BMS code taskforce;

ü Represent ANPPCANSOM in all legal matters and discussions;

ü Provide legal expertise and support to ANPPCANSOM and ensure that all donor policies, regulations and requirements are met;

ü Review and update ANPPCANSOM policies and procedures and ensure its conformity with national and international laws and regulations;

ü Provide legal expertise and advice on contract and grant agreements including drafting contracts and MOU documents;

ü Support ANPPCANSOM in getting the required legal enforcement;

ü Provide accurate and timely advice to all areas of the organization on generic and complex legal matters;

ü Review, advice on and draft contracts, agreements institutional and operational modalities and other legal documents; as necessary;

ü Ensure that management of all partnerships and operations are undertaken with good spirit and in line with ANPPCANSOM’s policies, systems and procedures; and

ü Conduct other responsibilities as required by the management.

LEGAL ADVISOR’S PROFILE AND QUALIFICATIONS

Adviser should be an experienced lawyer with at least 5 years post qualification experience in advocacy in civil and commercial law.

Additionally, the Adviser should possess:

ü A Bachelor’s Degree in Law;

ü At least 5 years’ experience in the field of social protection, policies, and legal reforms, experience on social insurance for maternity benefits will be an advantage;

ü Knowledge on international standards on social protection, gender equality and human rights

ü Strong presentation, communication and writing skills;

ü Good capacity to communicate with people having different backgrounds and positions, as well as with local and national authorities;

ü Fluency in written and spoken English.
