DEPARTMENT: Disease Prevention and Control Directorate, Neglected Tropical Diseases team

PURPOSE OF THE POSITION

· The main objective of the programme is to facilitate and provide technical support to the Ministry of Health and Regional Health Bureaus to strengthen leishmaniasis control program and national NTD master plan in general.

· Provide assistance to MOH & Regional Health Bureaus on the planning, implementation, and reporting of Leishmaniasis and associated quality control checks, including standard of care assessment and enhanced supervisory techniques as requested.

DESCRIPTION OF DUTIES

A. Planning and Coordination: Work with the NTD Team Coordinator and disease focal persons to

  1. Support for the implementation of an integrated leishmaniasis control programme;
  2. Advocate for improved national and regional capacity and ownership
  3. Coordinate and Facilitate periodic programme review and meetings
  4. Anticipate the provision of funds. plan and facilitate its implementation as per the donor agreement and submit reports to ASCEND country lead as per the agreement
  5. Build NTD partnership for planning, integration of VL services and resource mobilization
  6. Perform other related activities as requested by the NTD program

B. Diagnosis, Referral and Treatment: Work with the NTD Team Coordinator and disease focal persons to

  1. Support in strengthening and scale-up of the leishmaniasis diagnostic and treatment sites in high* endemic regions as part of the implementation of the National NTD Master plan for the control of Leishmaniasis
  2. Provide technical and coordination support to the development of standardized VL training material as part of the WHO recommendation and based on the National guideline;
  3. Capacity building of regional health bureaus and health care providers in leishmaniasis prevention, control, diagnosis and treatment
  4. Provide technical support to VL treatment sites in highly endemic regions for the provision of quality VL services including quality drugs and diagnostic supplies
  5. Strengthen health care providers in early case detection, prompt diagnosis, referral and treatment;
  6. Support social mobilization in hot spot areas in case finding and active case detection

C. M & E Surveillance and outbreak investigation: Work with the NTD Team Coordinator and disease focal persons to

  1. Support in improving the national capacity for disease surveillance and especially to detect and respond to outbreaks;
  2. Monitoring and evaluation of the leishmaniasis program activities, standard of care assessment and Laboratory quality assurance in collaboration with the Regional Health Bureaus, regional Laboratories and Federal Ministry of Health
  3. Capacity building of regional health bureaus and treatment facilities staff in M & E, surveillance and Outbreak investigation
  4. Support routine reporting of leishmaniasis data through HMIS DHIS 2 system

KEY DELIVERABLES

  1. High-quality and timely leishmaniasis reporting and accompanying documentation, including but not limited to: annual drug applications, treatment reports and standard of care; etc. to the MOH NTD Team Coordinator and ASCEND Country Lead;
  2. High-quality and timely quarterly updates on Leishmaniasis data entry, report generation, and use of leishmaniasis data for decision making at the RHB and implementing partner levels to the MOH and RHB NTD Team Coordinator and to ASCEND Country Lead
  3. High-quality service to VL diagnosis and treatment
  4. Expansion of VL diagnosis and treatment facilities which is integrated into the routine health system
  5. Improved VL supply chain management

REQUIRED QUALIFICATIONS

A. Education

· Essential: First degree in Doctor of Medicine from a recognized University,

· Desirable: Medical Doctor with postgraduate in Public Health

B. Experience

· Essential: At least 5 years proved work experience in communicable disease prevention and control programs with more than one-year practical experience on Leishmaniasis

· Desirable: At least 2 years of proven experience in leishmaniasis project management or other related public health activities

C. Use of language skills

· Essential: Fluent in English and the local language

D. Specific skills required: The incumbent Is expected to support the implementation of integrated leishmaniasis control programme through:**

· Building capacity of health care worker on Leishmaniasis and NTDs,

· Strengthening leishmaniasis disease surveillance and

· Strengthening the national leishmaniasis control programme in line with the country NTD master plan WHO Road map,
