OVERVIEW:

Internews Network is seeking a Deputy Chief of Party (DCOP) for a USAID-funded program in Liberia aimed to increase citizens’ access to independent and reliable information to engage in well-informed public discussion of important issues of the day.

The DCOP will support the COP in all aspects of program management, at a strategic level and also at an operational level. The DCoP will be responsible for oversight of program activities, monitoring and evaluation, reporting and sub-grants. They will be required to act as COP from time-to-time being the principal point of contact in Liberia for procedural and substantive matters, and will also take on delegated COP responsibilities as required. This position supports the COP in liaison with USAID/ Liberia on technical matters and in programs management and operations in response to USAID/ Liberia technical direction. The position will also support the COP in ensuring timely delivery of activities, quality control and the overall responsiveness of technical assistance.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Work with the Chief of Party (COP) in project, office, and personnel management.
  • Develop and maintain a keen understanding of challenges and issues facing effective media and communications in Liberia.
  • Work with the COP, local partners, and local staff to oversee implementation of activities that build the capacity of individual Liberian media outlets and media associations, and strengthen the media sector holistically.
  • Supervise a team of experienced finance, operations and administration staff and consultants to ensure USAID compliance in delivery of high quality media training and mentoring.
  • In partnership with the COP, provide leadership in the development and maintenance of professional relationships with donors through reporting, liaison and communications.
  • Be the key point of contact with Internews home office on financial management, procurement, contracts, sub-grants, inventory, assets disposition and office demobilization.
  • Oversee completion of final LMD program report and supporting end-line studies and M&E products.
  • Oversee compliance with USAID PIDS system.
  • Support the COP and senior administrative and finance staff to ensure compliance with organizational rules and regulations.
  • Support the COP’s efforts in project planning, budgeting, and administrative issues.
  • Analyze project results and the implementation of successes/failures.
  • Additional assignments and initiatives as necessary.
  • Understanding of and demonstrated commitment to upholding Internews’ Core Values.

QUALIFICATIONS (qualified applications from Liberia or West Africa are encouraged to apply)

  • 5-8 years of progressively responsible experience in USAID and international development programs, including working with media organizations and providing senior program management.
  • Academic and/or practical work experience in international development, monitoring and evaluation, USAID compliance in administration and finance, program reporting.
  • Advanced degree (master’s or higher) in social sciences, international development, business management, journalism, law or a related field
    • Strong reputation for developing excellent collaborative working relationships with staff, counterparts, international organizations and donors.
  • Long-term development experience in the West Africa region (5+ years preferred);
  • Working experience and knowledge of Liberia is preferred.
  • A successful track record in supervising implementation of technical assistance for donor-funded media projects and proven ability to design and monitor work plans, training plans, monitoring and evaluation plans, and procurement plans.
  • Experience as a manager or trainer with professional capacity-building programs for media outlets and strong knowledge of new media preferred.
  • Demonstrated mentoring abilities and experience supporting senior managerial staff
  • Excellent written and spoken English
  • Strong interpersonal and communication skills.

Production. To strengthen the independent media sector, Internews works with local media professionals to produce original programming. In 2008 this came to 8800 hours of television and radio programming.

Media infrastructure. Internews provides a broad range of infrastructure support to enable independent media to provide vital news and information, including providing journalists and stations with production equipment, creating production studios, and building radio stations from the ground up.

Media law and policy. To allow independent media to fulfill their “watchdog” function, Internews has worked for the adoption and implementation of fair media laws and policies in 21 countries.
