In Liberia, SI implements the Liberia Strategic Analysis (LSA) activity which provides USAID/Liberia with analytical and advisory services in support of strategic planning, project and activity design, performance monitoring and evaluation, and learning and adapting. LSA’s services cross-cut all development sectors including democracy and governance, health, education, the environment, and economic growth.
Project Objective:
USAID/Liberia has engaged LSA to conduct an assessment to identify the enrolment and attendance levels at target schools, the extent to which low participation is prevalent, and the reasons behind low student and teacher participation. The assessment will identify approaches to improve student and teacher participation for adaptive management by implementers, USAID, and the Ministry of Education (MOE). USAID will use the findings to inform more strategic USAID investment in the sector and to advocate for a more effective and sustainable partnership with the MOE.
The estimated start date will be mid-August through November 2019. The estimated LOE will be 79 days.
Position Description:
SI is seeking three Liberian Education Context Specialists who will be supporting the assessment team. The Specialists will be working alongside a team leader and LSA management staff.
Responsibilities:
- Perform desk review and identify additional information required for analysis.
- Provide technical expertise on the Liberian education context and support the Team Leader’s efforts in assessment design, methodology, and data collection instruments.
- Schedule and interview key stakeholders and beneficiaries.
- Provide ongoing analysis of qualitative and quantitative data.
- Support the preparation and presentation of the key findings and recommendations to USAID/Liberia.
- Write assigned sections of the draft report in coordination with team members, taking into consideration feedback from the preliminary findings presentation.
- Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other’s areas of expertise.
Qualifications:
- Must have at least five years of experience and knowledge about the education context in Liberia, particularly on enrollment and attendance challenges for students and teachers.
- Should have strong gender and social analytical skills, specifically for context monitoring data collection.
- Should have experience conducting quantitative and qualitative data collection in Nimba, Lofa, Bong, Grand Bassa, and/or Margibi.
- Must hold a degree in a discipline related to Anthropology, Social Analytics, Education, International Development, Research, or related field.
- Must be able to conduct interviews and focus group discussions and analyze the resulting data.
- Ability to speak Kpelle and/or Bassa is preferred.
- Must have exceptional organizational, analytical, writing, and presentation skills.
