Public Works Road Repair and Pothole Patching Specialist

BACKGROUND

The Taqarib/Local Governance and Civil Society (LGCS) Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. Taqarib /LGCS works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, Taqarib/LGCS will center its activities around four objectives:

  1. Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
  2. Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
  3. Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
  4. Inform Programming through a robust learning and analysis agenda

OBJECTIVES (SCOPE)

Advise between 20 and 30 municipalities in Libya on best practices in municipal development including road repair, pothole patching, Request for Proposal development for roads, streets and intersections.

TASKS (PERFORMANCE REQUIREMENTS)

· Assist in the implementation and training of municipal staff who are responsible for the maintenance and repair of all asphalt surfaces along roadways within the municipality.

· Assist in the implementation and training of municipal staff who are responsible for operation of tools and equipment associated with road repair and modifications, road cuts and pothole repair (repairs to the sub-grade, pavement, sub-base, base, and wearing surface).

· Train municipal staff in the design and implementation phases as per Libyan and international specifications.

· Conduct ‘signs and safety equipment’ training in maintenance of traffic during road repair works such as, shovelling, spreading, and compacting asphalt.

· Develop training material and conduct training of municipal staff to respond to emergency situations related to road repairs.

· Develop a ‘Best Practices’ guide for repairing road potholes, sags, humps, rutting, and cracking.

· Development of a guide on the selection of pothole repair options (includes, but not limited to, hot mix asphalt, cold applied asphalt, thermal patching, spray patching, resin-based mixtures, chippings and emulsions, and concrete and hydraulically bound mixtures.

· Training of municipal staff in deterioration and failure of roads and types of maintenance. This includes, but not limited to, deterioration of carriageways/roads and shoulder, deterioration of side drains, routine maintenance, and emergency maintenance.

· Develop and train municipal staff in planning and preparing for roadworks. This includes, but is not limited to, the development of compliance documents, safety requirements, engineering drawings and job specifications, selection of tools and equipment document, and environmental protection requirements.

· Development of a Quality Assurance Guide and training of municipal staff in quality control and field-testing equipment.

· Responsible for delivering and evaluating trainings.

· Draft and develop Scope of Work detail sheets for the procurement of goods and items related to road repair works.

· Provide technical assistance to municipalities as needed.

QUALIFICATIONS

· Must have a BS or BA in Civil Engineering, Urban Planning, Public Administration, or other related fields.

· Must have six years’ experience or more in engineering and planning.

· Must have strong background and proven record in highway/road engineering and proven experience in planning, designing, construction, operation, and maintenance of roads, bridges, etc.

· Must have strong spoken and written command of English and Arabic languages.

· Must be able to travel to municipalities as needed.

· Must have a background in working with International Best Practices and/or Libyan Standards and Best Practices.
