Livelihood Officer

Job Overview/Summary:

The Livelihoods Officer will support the technical implementation of the cash transfer project through ensuring that the project activities are done within the time frame. Organize and manage the distribution of cash to targeted households.

Major Responsibilities:

Cash Transfer Programming

  • Organize and supervise the distribution of cash to the targeted beneficiaries.
  • Responsible for the selection and verification of beneficiaries in coordination with community committee and authorities and the use of selection criteria
  • Actively engage and support in community sensitization activities on selection criteria, cash redemption process and feedback mechanism.
  • Develop distribution plans for Cash and share for final approval.
  • Maintain clear communication with cash transfer agents and beneficiaries in accordance with IRC policies and procedures.
  • Coordinate with cash transfer agents on the schedule of distributions to make sure they are ready with cash to smoothly distribute cash to beneficiaries.
  • Organize cash distributions considering safety and dignity of beneficiaries
  • Conduct field visits to project sites and meet with community leaders to select specific vulnerable locations for targeting and ensure a conducive community mobilization system
  • Carry out the staff appraisal for the Livelihood Assistants

Livelihoods Programming

  • Within the context of a longer term strategy to livelihood support and vulnerability reduction, Participate to the production of technical support materials and guide program teams on the delivery of mechanisms that will ensure effective implementation of livelihoods interventions as well as early recovery.
  • Provide close supervision and monitoring to the implementation of livelihood project related activities in the field

Monitoring & Evaluation and reporting

  • Conduct post distribution monitoring
  • Support in conducting market assessments or cash feasibility assessment in the targeted communities
  • Under the supervision of Program Manager conduct baseline and end line surveys

Key Working Relationships:

Position Reports to:  ERD Program Manager
Position directly supervises:  Livelihood Assistants, Casual/incentive workers

Qualifications

Education: A Bachelor’s degree in Business Administration, Development studies or related field

Work Experience: Minimum of 2 years relevant work experience in the relevant filed.

Demonstrated Skills and Competencies: Proven practical experience in cash and livelihoods programming. Past experience in working early recovery projects.

Coordination experience with different partners and stakeholders

Language Skills:  Good written and spoken English. Ability to communicate in local languages (Hausa and Kanuri) will be an added advantage

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
