The Danish Refugee Council is currently looking for a highly qualified Livelihoods Program Sector Manager (Coordinateur Programme Moyens d’existence) to have overall responsibility for sustainable implementation of livelihood activities within DRC Programmes in the Central African Republic (CAR).

About DRC in CAR

DRC has been operating in the Central African Republic since 2007, providing assistance to the displaced and communities affected by the conflict. DRC has three operational bases in the country, in the prefectures of Ouham and Ouham-Pende as well as in the capital of Bangui, with 319 national staff and 35 expatriate staff. DRC provides assistance to IDPs, refugees from neighbouring countries and other communities affected by the conflict. DRC operates within three main pillars of assistance – emergency relief activities, protection, and socioeconomic recovery. In particular, DRC has extensive protection experience in CAR and DRC aims to comprehensively deal with both the causes and the consequences of protection failures, while at the same time enhancing the resilience capacities of the affected populations.

Your overall responsibility The Livelihoods Program Sector Manager leads, coordinates and supports the design, development and implementation of all livelihoods-related programme activities in DRC CAR, managing, coaching and providing managerial and technical supervision for project managers. DRC CAR is currently implementing 5 Livelihood projects and seeks to consolidate its Livelihood programming in order to contribute to strengthened economic resilience addressing some of the root causes of displacement in CAR. The overall objective for DRC in CAR is the protection of displacement-affected populations and the promotion of durable solutions on the basis of humanitarian principles and human rights, focusing both on immediate subsistence needs, protection and livelihood support as well as resilience and capacity building. The Livelihood Programme Coordinator is the direct line manager for 4 Project Managers who in turn oversee teams composed of 60 national staff.

About the Job – Key Duties and Responsibilities

  1. Program Management and implementation
  • Coordinate, plan and monitor program activities and ensure compliance with DRC’s operational Handbook
  • Ensure that DRC Livelihood projects are implemented on time and according to DRC’s standards
  • Ensure the highest quality of the sectoral interventions, and the coherence between all projects, ongoing and proposed, according to the overall strategy
  • Provide leadership for the livelihood projects, in terms of ensuring high quality and timely deliveries, narrative reporting and financial overviews, close cooperation with donors, government counterparts and coordination mechanism on site and in synergy with other DRC interventions in the area
  • Formalize and develop project related operational tools and training modules
  • Provide input for monthly, quarterly and annual donor reports
  • Ensure that budget monitoring, financial management and expenses control for the project activities are conducted in compliance with DRC and donor requirements
  1. People Management
  • Manage and Coordinate the implementation of project activities and supervise project managers
  • Lead and manage project staff members including coaching, ensuring coordination, recruitment, and capacity development
  • Provide on the job training as much as required and adapt trainings/coaching to specific staff needs
  • Ensure that all team staff members under supervision have relevant job descriptions, work plans and that performance reviews are conducted and performance followed up as needed
  • Ensure that DRC Management Principles are disseminated and adequately applied
  • Lead and manage the Livelihood team (including people planning, recruitments, performance, well-being and development)
  • Staff capacity building to Project Managers including the Consortium Project Manager
  1. Program development and strategy
  • Representation of DRC with internal and external partners in regards to livelihood project(s) and active participation in sectoral and relevant sub sectors/working groups
  • Promote and support knowledge sharing across teams
  • Ensure that monitoring and evaluation results are understood and used to improve project implementation as well as drawn upon for project design
  • Drive the development and growth of livelihood programming within the overall DRC CAR program portfolio, feeding into country-wide strategy development
  • Lead development of a country Livelihood strategy and provide technical support and supervision for project teams to implement it
  • In collaboration with HoP and Grants Management Team support Livelihood programme development and fundraising
  • In coordination with the HoP, participate in developing DRC’s partnerships with local and international NGO, local authorities and Ministries
  1. Accountability, monitoring and reporting
  • Ensure Team member’s familiarity and compliance with DRC’s Operational Handbook
  • Develop program monitoring tools: Guided by the DRC Operational Handbook, continuously monitor and develop relevant accountability initiatives within relevant projects as well as strengthening the effort to document the impact of activities
  • Ensure and facilitate qualitative and quantitative monitoring of the project through team meetings, grants opening meetings, field monitoring visits, regular reporting and any other monitoring as needed
  • Conduct Quality control and site monitoring to ensure that services provided live up to minimum standards
  • Ensure Program monitoring as per expected outputs and outcomes
  • Monitor financial spending and budgets
  • Write donor and management reports
  • Continuously update project documentation and files
  • Explore new business and partnerships
  • Work closely with CD, Area Manager and the Grants unit to develop quality proposals, concept notes and budget
  • Develop and undertake needs assessments to inform program design and strategic direction
  1. Technical advisory responsibilities
  • Identify priorities and provide technical and programmatic leadership to all staff working on livelihoods-related activities
  • Oversee and support capacity building for international and national staff on technical issues and program cycle management, based on assessment of the critical program improvement needs in country operation
  • Advise on and promote understanding and application of DRC policies, procedures and principles
  • Identify, raise and address cases of non-compliance
  • When relevant, drives development of policies and standards in country and/or localizes global policies to the country mission
  1. External coordination and representation
  • Share relevant project information with stakeholders
  • Participate in relevant coordination meetings
  • Participate in Refugees Task Force meeting as and if needed

About you

To be successful in this role we expect you to have the following experience and skills:

  • Ideally 5 years and minimum 3 years of practical experience in INGO in program management in relevant project areas (Livelihood/economic recovery), preferably with refugees and/or IDPs
  • Minimum 2 years’ proven experience in people management, including staff coaching and motivation
  • Documented skills in program development, project planning and design, drafting and excellent technical reporting and proposal writing
  • Good understanding of displacement issues and related international standards/frameworks
  • Experience of leading strategic programming development and fundraising
  • Prior experience of living and working in a conflict-affected emergency setting, preferably in sub-Saharan Africa
  • Ability to manage a large workload and multiple tasks in a fast paced environment with tight deadlines
  • Ability to live and work under pressure in a rapidly changing and sometimes insecure environment
  • Team player with excellent communication and strong participatory leadership skills
  • Excellent skill in MS Word, Excel, and PowerPoint
