Livelihood Officer

Duty Station:

This position is based in Kiryandongo Refugee Settlement and will be providing support to the implementation of DRC Program. The job is field based with frequent movement within the project Area.

Position and Reporting Line:

The Livelihood Officer reports to the Area Manager with a technical reporting line to the Livelihood Manager in Kampala.

General Objectives

The post refers to a trained DRC staff with vast knowledge of the contextual area of operation and responsible for the day to day operations in the beneficiary communities. The position has budget and staff management responsibilities.

Specific tasks:

Coordination/ Representation

  • Under the supervision of the Area Manager, coordinate with stakeholders, all DRC livelihood related linkages representing the organization within its internal guidelines/standards and those of donors/partners in the districts of jurisdiction.
  • Attend and represent the interests of DRC in all Livelihood related meetings with the District Local Governments, lower local governments, and other stakeholders
  • Actively coordinate within the jurisdiction of your responsibility
  • Contribute and actively participate in internal and sector coordination meetings

Project development, implementation and reporting

  • Contribute to concept and proposal development in the livelihood thematic areas
  • Contribute to the gap analysis in the areas of Livelihoods and contribute in the development of new thematic areas according to analysis
  • Responsible for day to day activity implementation through efficient and effective ways
  • Contribute to the design of capacity building syllabi and materials and effectively implement the trainings at all levels
  • Manage the day-to-day livelihood activities, including activity finances while bearing in mind DRC’s/Donor financial regulations.
  • Monitor and document DRC’s livelihood activities, ensuring all processes, results and lessons learnt are documented and shared within the sector and with Management
  • Prepare/contribute to weekly, monthly, quarterly, annual, donor and other reports in the area of livelihoods

Staff management

  • Supervise and mentor Livelihood Assistants in the district of jurisdiction, providing hands-on and real time training to ensure growth and development in performance of the Assistants
  • Uphold DRC’s code of conduct and principles of accountability. Provide technical and informed programmatic leadership for the livelihood staff members and community based mechanisms in Kiryandongo operational area as needed.
  • Develop staff performance measurement and targets for staff under direct supervision and appraise them based on the set targets.
  • Conduct daily field visits to support field staffs – mentoring – through technical back stopping and to train duty bearers

Logistics /Finance

  • Monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow ups.
  • Plan and coordinate proactively logistics and movements of staff from and to different activity locations.
  • Initiate procurements and ensure their timely execution
  • Ensure the delivery of supplies in the right quantity and quality
  • Contribute to grants management of all livelihood projects through management of day to day project expenditures with strict adherence to internal finance policies and donor guidelines

Required Qualifications and Experience

  • At least 4 years’ experience working with community development and livelihoods, preferably in a refugee setting
  • Experience in activity and budget management
  • Proven experience managing community dialogues and working directly with beneficiaries
  • Desirable: experience working with or implementing UNHCR projects

The Danish Refugee Council is currently implementing a broad range of activities relevant to conflict affected communities and persons. The activities are categorized in ten sectors:

Shelter and Non-food Items, Food Security, Protection, Income Generation, Coordination & Operational Services, Community Infrastructure & Services, Humanitarian Mine Action, Armed Violence Reduction (AVR), Water, Sanitation & Hygiene (WASH), and Education.

Here you can read some short exemplifications of what types of activities the respective sectors include:

Shelter and Non-food Items: Provision of emergency shelter, emergency cash grants, rehabilitation of housing, distribution of non-food items (NFIs) and provision of return and repatriation kits.

Food Security: Emergency food provision or food voucher programmes. Training and capacity development in agriculture, agricultural inputs (e.g. tools and seeds), agricultural grants.

Protection: Advocacy for the rights of displaced people in their context of displacement, child protection initiatives, individual protection assistance based on vulnerability, legal aid, land & property rights, sexual and gender-based violence prevention, registration services for the internally displaced and refugees, monitoring of rights and rights awareness-raising, facilitation of return and repatriation processes.

Income Generation: Business training and SME development, business grants, life-skills training, literacy and numeracy training, vocational training, micro-credit loans, savings groups, group enterprise development and facilitation.

Coordination & Operational Services: Coordination and management of refugee and IDP camps, active participation in UN cluster coordination, humanitarian surveys and studies, facilitation of NGO Networks focused on displacement solutions, capacity development, training and support to local NGOs, secondment of experts to UN emergency operations worldwide

Community Infrastructure & Services: Provision of physical infrastructure like roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.

Armed Violence Reduction (AVR): Education in procedures for safe storage and safe handling of small arms and light weapons (SALW), capacity building of institutions for safety, local and community level conflict management and mitigation.

Water, Sanitation & Hygiene (WASH): Emergency water supply, hygiene item distribution, hygiene information and education, construction of latrines, installation water points, wells and water storage. Water purification.

Education: Education grants and fee support, school feeding programmes, teacher training and support, school materials provision and construction or rehabilitation of school structures.
