The International Rescue Committee started activities in Niger in June 2013, responding to the Malian refugee crisis in the Tezalit department in Tahoua region. Since then the IRC has expanded programs to address the evolving needs of vulnerable populations first in the protection, WASH, health, nutrition, emergency and economic recovery and development sectors. Since then, it has expanded to education, rapid response mechanisms and migration sectors in the regions affected by armed conflicts and natural disasters, in Tahoua, Tillabéri (since 2013), Diffa (since 2015) and Agadez (since 2017) regions.

Responding to increasing insecurity and ongoing displacement in Burkina Faso, in April 2019, IRC launched an emergency response with WASH programming in Djibo Commune, Sahel Region. As a result of the escalating crisis and unmet humanitarian need, the IRC recently expanded its response to establish a country program to continue to support particularly underserved populations.

Position Summary:

IRC is seeking a Senior Livelihoods Technical Advisor for a USAID-funded 5-year project in Niger and Burkina Faso. The 5-year project aims to equip vulnerable young women and men with technical and life skills, networks, and capital for increased strategic economic opportunities in the Tillaberi Region of Niger and potentially in Maradi, and Diffa and in the Est, and Centre-Nord regions of Burkina Faso, security permitting. The Senior Livelihoods Technical Advisor will manage overall technical program work and provide expertise on Agriculture, Livelihoods, and Entrepreneurship/Economic Opportunities.. S/he will be responsible for leading on livelihoods and employment programming for youths for this project. This position is contingent on the IRC being awarded funding and is anticipated to begin in September 2020.

Job Responsibilities:

• Provide technical leadership on Agriculture, Livelihoods, and Entrepreneurship/Economic Opportunities programs in the targeted geographies.

• Coordination of field management, monitoring and evaluation, grants and operations, and team activities;

• Manage the Bridge Youth Connect Technical team and strengthen the technical capacity of staff to implement high quality Livelihoods, and Entrepreneurship/Economic Opportunities programs for youths in line with IRC and USAID standards;

• Support the M&E team in refining and developing core indicators and relevant data collection and analysis tools to support use and uptake of data to course correct programming;

• Regular communication and coordination with the Chief of Party and key home office staff on technical and project management issues;

• Conduct regular visits to project sites, as possible, to provide technical assistance and ensure proper implementation and monitoring of project activities;

• Produce inputs to monthly, quarterly, semi-annual and annual reports for the Chief of Party and donors, as needed.

Qualifications

• Advanced degree (PhD or MA) from an accredited university in a related field;

• At least 10 years’ experience managing technical assistance for Agriculture, Livelihoods, and Entrepreneurship/Economic Development with at least four years of experience with work specifically in crisis or conflict-affected contexts is required, preferably in the Sahel and/or Niger and Burkina Faso.

• Significant prior experience with Agriculture, Livelihoods, and Entrepreneurship/Economic Development in technical tools and materials development, monitoring and evaluation, and research in relation to Agriculture, Livelihoods, and Entrepreneurship/Economic Development is highly desired.

• Experience in strategy development and working across sectors or disciplines is highly desired

• Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders;

• Strong communication skills, both oral and written;

• Fluency in English and French is required.
