Proposal Objective:

Social Impact is preparing a proposal for an upcoming five-year USAID South Sudan Monitoring, Evaluation and Learning (MEL) Project. The MEL Project will support USAID/South Sudan to effectively monitor, evaluate, learn from, and improve USAID-funded interventions. The MEL Project will provide USAID/South Sudan with flexible, demand-driven technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, planning, monitoring, evaluation, reporting, activity mapping, and performance information management and dissemination activities.

Position Description:

SI is seeking a Local Evaluation Specialist to support and participate on evaluation activities conducted throughout the life of the project. This will be a full-time position based in Juba, for the duration of the contract.

**Please note: This is a local position. Only candidates with South Sudanese citizenship are eligible to apply.

Responsibilities:

· Participate and support on performance and impact evaluation activities in coordination with the DCOP.

· Coordinate evaluation activities, advise on SOWs, designs, and methodologies, including data collection methods and protocols.

· Oversee quality of recruitment of technical consultants for evaluation activities, ensuring the appropriate technical knowledge and expertise on monitoring and evaluation related to their technical areas.

· Write assigned sections of the draft evaluation report in coordination with team members, taking into consideration feedback from the findings presentation.

· Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other’s areas of expertise.

Qualifications:

· Minimum of a Bachelor’s degree in development or a related field, such as economics, evaluation sciences, or public administration. Advanced degree preferred. Formal training in monitoring and evaluation is preferred.

· At least five years of relevant prior experience conducting, supporting, or participating in evaluations and projects and programs. Familiarity with USAID’s Evaluation Policy.

· Knowledge, understanding, and practical application of evaluation tools and methodologies.

· Experience reviewing evaluation SOWs, selecting evaluation designs, methodologies and practical applications, including baseline data collection methodologies.

· Ability and willingness to travel throughout South Sudan.

· Exceptional proficiency in written and spoken English.
