Chemonics seeks a local governance specialist for the anticipated USAID-funded Local Governance Strengthening (LOGOS) activity in Mozambique. The activity’s overall objective is to support the Mozambican government in decentralizing governance to improve public service delivery at the central, provincial, district, or municipal levels. This position will be based in Nampula. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Lead efforts to improve public financial management, public service delivery, and policy at the district and municipal levels
- Encourage targeted subnational government entities to promote community participation in local governance decision-making
- Increase access to reliable and affordable public services and support participatory and accountable local governance
- Provide technical assistance to local governments, including through participatory approaches, to improve their public financial management, mobilize own-source revenues, and improve service delivery
Qualifications:
- Bachelor’s degree in relevant field required
- Minimum of five years of experience implementing local governance, policy development, municipal service delivery, or decentralization programs required; demonstrated experience working on or with donor-funded governance projects preferred
- Experience collaborating with government officials, international donors, and private sector stakeholders
- Experience working with the public sector in Mozambique
- Fluency in English and Portuguese
