Local Tigrinya and/or Nuer Interpreter, Evaluation of the Bureau of Population, Refugees, and Migration’s Policy on Accountability to Affected Persons and Community Participation

Project Objective:

The purpose of the evaluation is to support updates to and the revision of the United States’ Bureau of Population, Refugees, and Migration’s (PRM) policy on accountability to affected persons and community participation (AAPCP) practices. The evaluation team will fulfill this assignment by: 1) compiling recent advances in research and analysis related to the value of effective participation of affected persons in the development, design, and implementation of humanitarian programming; and 2) providing concrete inputs to PRM on ways to update or revise the requirements specified in their guidelines to partners to ensure greater empowerment of constituents in affecting the humanitarian assistance they receive.

Position Description:

SI is seeking a local interpreter/translator to provide Tigrinya and/or Nuer interpretation and translation services for an English-speaking evaluation team undertaking data collection work for the PRM AAPCP Evaluation. The interpreter should also be fluent in Amharic.

Prior to the team’s mobilization to Ethiopia, the candidate will be expected to translate data collection instruments. Thereafter, the interpreter will be expected to accompany the Evaluation team to each designated site for two to three weeks during data collection in Ethiopia (tentatively May 15th through June 2nd). The team will consist of a team lead, evaluation specialist, and two local monitoring specialists. SI will provide a per diem stipend and transportation for travel outside Addis Ababa.

The candidate should be able to start by mid-March and will be expected to support the team on an as-need basis until early June 2023. The interpreter will report to the team lead (or technical advisor, when appropriate). This person will be responsible for conveying pertinent information to the interpreter and sharing expectations. The SI management team will oversee the overall management and logistics of the evaluation.

**Please note: Only candidates currently located in Ethiopia will be considered. Preference for candidates based in Addis Ababa**

Responsibilities:

  • Meet with the SI evaluation team at the designated sites in each region at the times communicated by the Team Leader.
  • Provide interpretation for SI employees and consultants in meetings with local relevant stakeholders, including government officials, vulnerable populations, and other stakeholders.
  • Provide interpretation for SI employees and consultants in focus group discussions and key informant interviews.
  • Translate data collection instruments as requested.

Qualifications:

  • Minimum of a Bachelor’s degree and at least 3 years of live interpretation.
  • Ability to do simultaneous interpretation required
  • Certification or other proof of skills in interpretation (e.g., evidence of completion of a degree in interpretation)
  • Familiarity with context and terminology related to humanitarian assistance or gender & social inclusion
  • Fluency in Tigrinya and/or Nuer
  • Fluency in English (oral and written).
  • Ability and willingness to travel throughout the country, specifically to refugee camp(s) in Gambella and Alem-Wach in the Amhara region
