• Background & Justification

The Nutrition Section, UNICEF Niger Office is seeking Temporary Appointment to provide technical support to the Nutrition Section in facilitating a timely and effective nutrition response, focusing on health system strengthening.

Niger is a landlocked country of 20.7 million people, most of whom live in rural areas (84%). The population is young, with 52% of Nigeriens being under 15. Nearly half of the population is poor (45.1%), despite reductions in the poverty rate over the past decade. The country, which ranked 188/188 on the 2018 Human Development Index, sees its development constrained by several factors: climatic conditions that hinder rural development, vulnerability due to the absence of economic diversification, high population growth, gender equality issues, low levels of literacy and education, and the size and landlocked nature of the country, which obstruct the provision of essential goods and services to the population.

In addition, Niger is confronted to recurrent crises. For many years, the country has suffered from chronic food insecurity, and faced food and nutrition crises in 2010 and 2012. It also regularly experiences epidemics, including cholera, as well as floods. Moreover, instability in the region has in recent years led to insecurity and population displacement, especially in the eastern part of the country and at its border with Mali and Burkina Faso.

Niger relies strongly on external support provided by technical and financial partners, such as non-refundable aid, budget support and loans.

• Purpose:

Participate in the design and focuses in the management of logistic systems for health and nutrition supplies at country office level and ensure implementation across the country.

The purpose of the post is to develop and implement an effective logistics management system for health and nutrition commodities, in close collaboration with the supply & logistics unit and Ministry of Health; and to ensure capacity development of partners (Ministry of Health and NGOS where appropriate) with the end objective of ensuring that essential health and nutrition commodities are available at all times, in sufficient quantity and quality to facilitate results for children.

• Main responsibilities
• In close collaboration with the supply & logistics unit design and support the implementation of a model for the distribution of medical and nutritional supplies up to the last mile, in collaboration with the Ministry of Health and other technical and financial partners
• Support Government/MOH to enhance efficient, effective and timely delivery of commodities; and build capacity for the management and monitoring of health and nutrition commodities
• Promote and contribute to the development of a transparent and sustainable logistics management system for nutrition commodities
• In collaboration with partners, develop and implement a sustainable logistics management information system for nutrition commodities and a traceability system especially for the RUTF
• In collaboration with the regional office, develop and follows-up of the implementation of the End-User-Monitoring tool for nutrition commodities
• Specific tasks include:
• Facilitate the participatory design of a logistics management system for nutrition commodities with the involvement of all stakeholders
• Ensure a close follow-up of the implementation of a model of health and nutrition supply chain, in collaboration with the Supply & Logistics Unit, the MoH and other partners
• Ensure that logistics of nutrition commodities are adequately considered in relevant strategic planning.
• Monitor implementation of the nutrition supply plan and ensure alignment with the defined programmatic strategies and goals.
• Advise UNICEF and the MOH on global best practice in logistics for nutrition and health commodities
• Undertake field visits to monitor nutrition/health commodities. Propose corrective actions to improve logistic procedures in line with ongoing work on the longer-term logistic management system for nutrition/health commodities
• Identify partner’s training needs and develop training activities in close collaboration with Supply & Logistics Unit in logistics management and logistics management information systems
• Support the development of a transparent logistics management information system for nutrition commodities and a traceability system for RUTF in close collaboration with the supply & logistics unit and partners
• On a day-to-day basis maintain an appropriate information flow to all nutrition stakeholders and ensure reliability, timeliness and accuracy of logistics data provided.

• Qualifications
• Education

Advanced University degree in Business Administration, Management, Logistics, Transport or related field.A first university degree with 2 additional relevant years of experience may be accepted in lieu of an advanced university degree.

• Work experience
• At least five years of professional relevant work experience at national and international level in logistics, in a development or/and a humanitarian context.
• Experience in setting up a logistic management system for health or nutrition commodities at national or sub-national level will be considered an asset.
• Experience of setting up monitoring systems including innovative end-user monitoring systems would be a plus.

Fluency in French and working knowledge of English.
