Organizational Setting

  • The main aim of the FAO country offices, which are headed by an FAO representative, is to assistant governments to develop policies, programmes, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner to ensure zero hunger in the country.
  • FAO provides support in three priority areas: sustainable increase in production and productivity, agriculture-based economic growth, and increased resilience of livelihoods to threats and crisis.
  • The current portfolio of projects in Nigeria includes activities related to agriculture (crop), livestock, Fisheries, Natural Resource management and Food Security Information Management and Analysis.
  • The incumbent will contribute to FAO logistics operations under the emergency humanitarian work in the northeast Nigeria.

Reporting Lines:

  • The logistics assistant will report to the FAO Representative (FAOR) and under the direct supervision of the Head of Office of the FAO Northeast office and in close collaboration with the Emergency Operations Specialist.

Technical Focus:

  • Contribute to FAO Nigeria efforts in providing humanitarian support to the conflict affected communities in the northeast of Nigeria.

Tasks and Responsibilities

  • Provide day to day logistic support as requested to ensure smooth operation of FAO emergency project activities in the field.
  • Provide support to arrange local official travel of all project staffs, and other relevant parties, which include, UNHAS rotary (Chopper) bookings, ground transportation arrangement, hotel reservations, Travel Authorization, security clearances and other documents.
  • Arrange for timely repairs/servicing of office vehicles and office generators in the sub-office
  • Check and record daily log and fuel consumption for project and rented vehicles and generators used for the sub-office.
  • Assist the project staff in providing logistic and administrative support to workshops and training sessions.
  • Manage and monitor the performance of all FAO vehicles in the field to achieve maximum utilisation, vehicle routing & scheduling for timely movement of personnel and cargo to the field
  • Carry out Scheduled Maintenance & Repair, Overhaul, Reconditioning, Modifications, in a most efficient manner with the ultimate objective to ensure that all vehicles are maintained to a high standard and roadworthy condition.
  • Responsible for overseeing the Materials Management aspect of the operation and in particular the controlling, justification and issuance of Spare Parts, tyres, lubricants & Consumable Materials at the Area offices and Sub offices level.
  • Assist in preparation and processing of payments against purchase orders and contracts upon satisfactory delivery of goods and services and vehicle maintenance repairs conducted.
  • Responsible for forecasting and requisitioning of spare parts: Preparation of orders for spare parts tires and materials required for the operation and submit these requests for the approval by the Emergency operations officer.
  • Assist in preparation of all sorts of contractual agreement with facility owners and services providers i.e., Service Contracts and Lease Agreements, in accordance with MS 502.
  • Other tasks as required by the supervisor.

Minimum Requirements

  • University Degree in Business Administration, Logistics and Supply Chain Management, or related Degree. An advance University Degree is an advantage
  • Working knowledge (level C) of English
  • Minimum 3 years in experience in the field of supply chain, logistics, distribution and warehousing in an emergency context is desirable
  • National of Nigeria

History

The idea of an international organization for food and agriculture emerged in the late 19th and early 20th century, advanced primarily by the US agriculturalist and activist David Lubin. In May–June 1905, an international conference was held in Rome, Italy, which led to the creation of the International Institute of Agriculture.

Later in 1943, the United States President Franklin D. Roosevelt called a United Nations Conference on Food and Agriculture. Representatives from forty four governments gathered at The Homestead Resort in Hot Springs, Virginia from 18 May to 3 June. They committed themselves to founding a permanent organization for food and agriculture, which happened in Quebec City, Canada on 16 October 1945 with the conclusion of the Constitution of the Food and Agriculture Organization. The First Session of the FAO Conference was held in the Chateau frontenac at Quebec, Canada, from 16 October to 1 November 1945.

The Second World War effectively ended the International Agricultural Institute, though it was only officially dissolved by resolution of its Permanent Committee on 27 February 1948. Its functions were then transferred to the recently established FAO
