BACKGROUND
DRC is a Danish international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in more than 30 conflict territories around the world assisting displaced people with shelter, food, income generating activities, legal aid and a wide range of other protection assistance.
Danish Demining Group (DDG) is a unit within DRC Danish Demining Group (DDG) is a Humanitarian Mine Action Unit in the Danish Refugee Council (DRC). DDG operates in some of the most fragile and conflict-affected places in the world. The focus is on those countries most affected by landmines and other explosive remnants of war as well as widespread proliferation of small arms and light weapons.
DRC-Kenya Program works primarily with displaced Somalis and Kenyan communities who host them. The programming’s main focus is livelihoods and protection during displacement and possible return.

PURPOSE
The Logistics Coordinator (LC) is responsible for all the procurement and logistic functions of Kenya Country Program in close collaboration with the field based procurement and logistics officers/assistants. S/he is responsible for ensuring compliance to DRC and donor procurement rules, regulations, inventory and asset management, systems and reporting and to supports the budget holders to ensure timely, responsible, cost effective and accurate use of funding. The LC is the most senior post holder in the procurement and logistics department of the Kenya Country Program.

KEY RESPONSIBILITIES
Logistics Management

  • Implement sustainable logistics systems for the efficient and effective implementation in the area of operations following DRC’s Operational Handbook;
  • Liaise with the logistics and procurement staff in the field offices on all logistics issues to ensure that all bottlenecks and challenges to delivery and distribution are mediated and/or overcome
  • Coordinate the logistics activities across all field offices by being in support and close collaboration with the project staff and the support staff
  • Prepare and participate in assessments in new project areas

Procurement Management

  • Identify and plan the CO purchases beforehand based on a Country Master Procurement Plan in collaboration with all relevant staff
  • Provide support and work closely with the program/ project heads in developing procurement plans.
  • Plan and implement an effective purchase order management system at Field level and organize schedules for bulk and economical purchases
  • Monitor local supply sources and chains and optimize supply to the field locations
  • Ensure the quality of the supply chain process

Inventory/Asset Management

  • Ensure that the Country Office Master Asset register is up-to-date at all times
  • Provide regular inventory updates for the different items stored within the DRC warehouses/stores
  • Ensure proper warehousing, stock management, and control systems, including documentation and reporting
  • Plan and manage the stock supplies according to local constraints

Vehicle Management and Maintenance

  • Ensure regular maintenance on the different vehicles of the organization, setup appropriate maintenance contract with suppliers or ensure an appropriate repair process with local technicians
  • Ensure that the fleet management requirements are actioned on a monthly basis;
  • Handle transport contracts negotiation with suppliers and follow up

Reporting

  • Ensure monthly reporting systems are implemented across the field offices in line with DRC procedures for procurement, stock, vehicles and assets.
  • Review the monthly logistics reports for the field office and advise programmes where there are irregularities or areas of concern that need follow up.
  • Make proposals to the HoFA and field SMTs for the implementation and the improvement of logistic procedures at the field offices
  • Any other duties as assigned by management.

QUALIFICATIONS & EXPERIENCE

  • Advanced degree in Logistics and Supply Chain strongly preferred with relevant professional certification
  • A minimum of 5 years in Logistics management experience in NGO environment, including significant field operations experience running both development and emergency programs
  • Substantial experience in logistics, including procurement, supply chain, fleet management & inventory
  • Ability to analyze information, evaluate options and to think and plan strategically
  • Excellent interpersonal, communication and presentation skills
  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
  • Willingness and ability to travel extensively in country

POSITION DESCRIPTION

  • Location : Nairobi; with frequent travels to the field
  • Contract Duration : 12 months with possibility of extension (3 months’ probation)

REPORTING ARRANGEMENTS
Reports to: Head of Finance & Administration.
Supervises: The Procurement & Logistics Officer and Logistics Clerk in Nairobi and acts as technical support for field based procurement/logistics assistants.

Income Generation: Business training and SME development, business grants, life-skills training, literacy and numeracy training, vocational training, micro-credit loans, savings groups, group enterprise development and facilitation.

Coordination & Operational Services: Coordination and management of refugee and IDP camps, active participation in UN cluster coordination, humanitarian surveys and studies, facilitation of NGO Networks focused on displacement solutions, capacity development, training and support to local NGOs, secondment of experts to UN emergency operations worldwide

Community Infrastructure & Services: Provision of physical infrastructure like roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.

Armed Violence Reduction (AVR): Education in procedures for safe storage and safe handling of small arms and light weapons (SALW), capacity building of institutions for safety, local and community level conflict management and mitigation.

Water, Sanitation & Hygiene (WASH): Emergency water supply, hygiene item distribution, hygiene information and education, construction of latrines, installation water points, wells and water storage. Water purification.
