For more than 40 years, Médecins du Monde (MdM), a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.MdM France currently works in more than 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

In Uganda, since 2015, MdM has been supporting Most At-Risk Populations (MARPI) through grants and training. Since 2009, MARPI has been running a health facility located in the Mulago national referral hospital, which provides free and friendly health services to the key populations, including Lesbian, Gay, Bisexual, Transgender, and Intersex (LGBTI) person. MdM provided MARPI staff with training on proctology, mostly for screening and treatment of anal warts, while providing basic equipment and consumables. Between 2016 and 2017, MARPI has started expanding their activities to a few regional referral hospitals. MdM wishes to support MARPI in the scaling-up of their activities through possible EU funding.

In July 2017, a fact-finding mission was conducted in the South Sudanese refugee settlement of Bidibidi in the district of Yumbe, West Nile sub-region, northern Uganda, where the French section of MSF has been present since 2016. The fact-finding mission has led to an intervention proposal to progressively take over all the MSF activities at Bolomoni HC III (Health Centre level 3) as well as their outreach activities in Bidibidi refugee settlement. The handover was completed in January 2019. Then a 3-year intervention with partnership with Human Rights Awareness and Promotion Forum (HRAPF) aims at reducing mortality and morbidity rates. It includes:

  • The running of all OPD and IPD activities at the Bolomoni HC III based on a broad and comprehensive package including primary health care, surveillance and response to childhood diseases with epidemic potential, sexual and reproductive health, mental health and psychosocial support
  • The preparation of the progressive handover of the Bolomoni HC III to the health district of Yumbe (by the end of 2021 at the latest) through capacity building of MoH staff, which will make the intervention fit into a long-term approach
  • A close collaboration with the local population and the empowerment of communities through continued training and support to Village Health Teams, and the strengthening of female participation and leadership within VHTs and/or other groups
  • A strong focus on mental health and psychosocial support, while developing a mental health community approach and covering some gaps identified (e.g. detection of cases)
  • The strengthening of the GBV levels of intervention through covering some gaps identified:
  • Assessing and identifying areas for legal and policy reform, and advocating, allocating resources and providing technical support to enable that reform at the national level
  • Ensuring survivors access to legal aid and services (partnership with HRAPF)
  • Strengthening local data collection systems and monitoring incidents (case identification)
  • A socio-anthropological analysis of community organisation, community coping mechanisms and expression of emotion within the refugee settlements

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you will have the responsibility for catering to the logistical needs of the programmes in accordance with MdM and donor standards.

You will directly supervise, train and evaluate the finance, administration and logistics managers.

You will work in close contact with the finance, logistics and HR officers based at HQ.

Logistics

  • Through a constant and clear communication with operational team, ensure that all logistics needs are shared, understood, and that all resources are prepared and delivered properly and in time, for the smooth implementation of activities
  • Ensure a flexible and relevant organization of the logistics team and assets to be able to quickly answer to urgent needs
  • Ensure the respect of MdM and donor’s procurement procedures (especially for drugs and medical supplies), elaborate and supervise purchase strategy
  • Supervise a secured and adapted storage of drugs and medical supplies
  • Participate in the identification of infrastructures, equipment, materials and suppliers necessary to the project’s appropriate implementation following the organisation’s and the donor’s requirements
  • Follow up the inventories of the mission and monitor logistics expenses flow
  • Set procedures of management for IT (computers) and communication (internet & telephone) and train the staff to use it
  • Supervise the transportation for teams and items and the management of the fleet
  • Supervise the safety and maintenance of premises (offices and guesthouses)
  • Implement processes/policies, rules and logistical tools together with HQ
  • Support and assist technical choices made in the field for the various logistics aspects (procurement, security, etc.)
  • Participate in the recruitment of all logistics local staff for the project

Management

  • Manage the logistics project through planning, implementation, and monitoring of all logistics activities and ensure overall logistics support for efficient running of programmes
  • Ensure and facilitate efficient coordination within logistics department and between logistics, finance, HR and programmes to contribute to a coordinated and result-oriented approach
  • Work closely with the medical coordinator, deputy medical coordinator, finance coordinator, HR coordinator, HQ logistics advisor, HQ security advisor and medical referent, through effective communication and coordination
  • Attend all meetings organized to discuss security, logistics, and Covid-19 issues impacting MdM operations on the ground (UNDSS, Security meetings, District Health office meetings, Covid-19 task force meeting, etc)
  • Participate in Senior Management Team (SMT) coordination meetings
  • Participate actively in grant close out meetings to incorporate logistics planning into overall project close out strategy
  • Design and implement the process of closing out the project and be part of the team efforts
  • Proactively keep your direct supervisor and HQ supervisor informed of activities on regular basis
  • Maintain good relationship with partners and all stakeholders
  • Proactively report timely follow-ups of the logistics action plan

Security component

  • Ensure security and safety of country staff and assets
  • Train staff when necessary in safety and security procedures and protocols
  • Liaise with UN organizations and international agencies on security matters when required
  • Make and maintain contact with security focal points at the national and local level to ensure steady exchange of updates around security in country
  • Provide security clearance with respect to any travels and transport of goods
  • Update visitors on security situation before and after arrival in Uganda
  • Advise general coordinator on steps necessary to take on any emergency security situations

Representation

  • Establish good rapport with local and national level administrative, labor, customs, immigration, and other officials to ensure that MdM projects conform to local laws and customs and to minimize bureaucratic restraints on project implementation
  • Establish good rapport with other INGO’s and humanitarian actors
  • Attend all meetings organized to discuss security, logistical issues, and Covid-19 issues impacting MdM operations on the ground (UNDSS, security meetings)

SKILLS AND EXPERIENCE NEEDED:
At least 3 years of working experience in a humanitarian context as support services coordinator or logistics coordinator or log-admin coordinator
Experiences as logistics manager and/or administrative manager will also be valued
Capacity building experience is a must
Experience with ECHO contracts would be an asset
Experience in remote areas is a plus
Good ability to work quickly, under pressure and with short deadlines

Médecins du Monde (MdM; French pronunciation: [medsɛ̃ dy mɔ̃d]) or Doctors of the World, provides emergency and long-term medical care to the world's most vulnerable people. It also advocates to end health inequities.

It was founded in 1980 by a group of 15 French physicians, including Bernard Kouchner. It works in both the developed and developing world.

MdM was formed with a mission to provide timely emergency medical care, free of legal and administrative restrictions; to work with local populations to ensure long-term sustainability of healthcare systems; and to advocate on behalf of client populations.

After more than 35 years of work, MdM is a famously active advocate for its beneficiaries, and works to change the underlying inequalities that affect people's ability to access medical care.

MdM was formally established on 1 February 1980. Its goals were "to go where others will not, to testify to the intolerable, and to volunteer".

Its origins lay in a 1979 intervention to assist a drifting boat of Vietnamese refugees in the South China Sea. Kouchner, with volunteer doctors, journalists, and others organized a hospital boat, L'Île de lumière, to provide medical care and to report the refugees' suffering.

MdM was founded as Bernard Kouchner and 14 others doctors split from the group he previously founded, Medecins Sans Frontiers (MSF, or Doctors WIthout Borders). It has been reported Kouchner felt that MSF was giving up its founding principle of témoignage ("witnessing"), which refers to aid workers making the atrocities they observe known to the public.

Kouchner was president of MdM from 1980 to 1982. In 1989, the foundation of MdM Spain paved the way for the creation of the MdM international network. In 2015, the MdM global network consisted of fifteen associations; France (founded 1980), Spain (founded 1989), Greece (founded 1990), Italy and Switzerland (both founded 1993), Sweden (founded 1994), Cyprus (founded 1995 by Elena Theoharous[1]), Argentina (founded 1998), Belgium, Canada and Portugal (all founded 1999), as well as in Germany, the United Kingdom, Japan, the Netherlands, and the USA.
