Background

Under the general supervision of the Chief of Mission SLM Addis Ababa and the direct supervision of the Procurement & Logistics Officer, Resource Management Unit (RMU), the incumbent will be responsible for the following;

Responsibilities and Accountabilities:

  1. On a local level, liaise with customs and revenue officials to facilitate clearance of IOM consignments, as required by the country law. Advise on importation & exportation of any Duty Free commodities and assist International Staff in obtaining VAT exemption and Custom clearance.
  2. Supervise IOM Drivers and Motorcycle messengers in Addis Ababa, ensuring optimal use and safety of the IOM fleet.
  3. Liaises with clearing agent and ensures timely availability of documentation process and shipment release from customs.
  4. Responsible for customs/warehouse charge payment process and arrange transport or hire trucks if needed for the shipments to be delivered from customs to warehouse/office.
  5. Responsible for the compiling, filing and review of customs clearance documentation for all IOM shipments.
  6. Assist at the airport for high delegate arrival/departure with airport VIP salon arrangements, VIP car (palace car) arrangement.
  7. Responsible for fuel coupon request and settlement complete document form and responsible to control for each fuel litres used consumption report.
  8. Actively participate in logistic & fleet management meetings with UN & external and internal meetings.
  9. Coordinate with RMO and Procurement Officers for budget updates and disposal of the mission’s fleet.
  10. Keep all vehicles registration documents, taxes and stamps according to the laws and regulations in force. Maintain a file for each vehicle where copies of purchase invoice, insurance and other relevant documents must be kept and due notice of insurance renewals of all IOM vehicles.
  11. Responsible for fleet management, assigning vehicles for missions/activities inside and outside of Addis in a cost effective manner.
  12. Ensure all vehicles in the IOM fleet are in very good working order. Arrange the periodic monitoring of maintenance for the IOM fleet including Sub Offices and maintain liaison with local garages to obtain information with regard to cost of parts, service charges, labour, etc, ensuring good quality service, guarantees and proper adherence to IOM procurement guidelines and report and facilitate any problems needing assistance/repair;
  13. Responsible for the compiling, filing and review of vehicle documentation including completed log books for all vehicles and review Log books including those from Sub Offices, advise on anomalies in relation to fuel consumption, insurance files, maintenance files including Sub Office vehicles and completes of files.
  14. Ensure that Drivers perform daily vehicle check-up of oil, water, battery brakes, tires etc. and inspect vehicles for cleanliness; Do spot checks as necessary to ensure compliance.
  15. Responsible to control all vehicles insurance coverage, ensuring proper filing of insurance and accident information, In case of accidents coordinate internal flow of information, and follow up with Traffic Police and Insurance companies to claim/recover damages. Ensure that all accidents are handled within IOM Guidelines/the rules & regulations of the organization.
  16. Advise on vehicle MOSS Compliance in coordination with Security Focal Point and Security Assistant for the Addis mission and its sub offices, including advising on the maintenance and acquisition of equipment or problems with equipment, and ensure appropriate accessories and spare parts are available for vehicles.
  17. Any other additional duties that may be assigned.

Job Requirements

Required Qualifications and Experience

Education

Bachelor’s degree in Automotive Mechanics, logistics and transportation or a similar field.

Experience

Five years of relevant work experience in logistics and knowledge of vehicle repair;

Proven Track record to supervise and coordinate Drivers and a fleet of vehicles

Experience in using Microsoft Office packages – (Outlook, Word, and Excel);

Good negotiation and problem solving skills;

Mature individual and able to work overtime when requested and independently in stressful conditions;

Active team player, able to work under pressure and to carry out tasks accurately with attention to detail and instructions, personal commitment, efficiency, flexibility and able to work effectively and harmoniously with colleagues from various cultures and professional backgrounds;

Supervisor/ basic managerial skill;

NGO/INGO experience is a plus;

Very good communication and interpersonal skills.

Languages

  • Thorough knowledge of English & Amharic is required;
  • Knowledge of local languages is Advantageous.
