Job Purpose

The Logistics Manager is responsible for ensuring the Logistics department is set up and operates according to NRC standards while supporting programme/project implementation.

What you will do:

Generic responsibilities:

  • Ensure that country set up comply with Logistical Handbook, NRC policies and donor requirements.
  • Implement NRC’s logistics systems and procedures and develop in country logistics policy documentation in line with NRC Global procedure.
  • Establish filing systems/archives according to NRC standards in all offices. Ensure all Area offices have access to, and are using, a common archiving solution (filing tree)
  • Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers.
  • Ensure that procurement, transport, fleet, warehouse and asset management and other Logistical processes take place in compliance with the NRC Logistics Handbook and donor requirements.
  • Contribute to programme and project design, including budget development and preparation. Follow up and manage allocated budget lines.
  • Oversight and coordination of market analysis by logistics staff to support project modality decisions with analysis of the functionality and accessibility of markets local to target populations.
  • Provide audit and control checks within the country to ensure compliance to the logistics handbook.
  • Ensure anti-corruption focus in procedures and trainings.
  • Setup key performance indicators for all aspects of logistics activities and provide regular review, analysis, and reporting against performance.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy as well as actively promote PSEA (Protection from Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specific responsibilities:

  • Provide regular analysis and reports to senior management.
  • Responsible for overseeing all high value procurement and establishing procedures to monitor medium value procurement at Area Office level.
  • Analyze and create methods to remove bottlenecks in Procurement ensuring delivery within lead times.
  • Close and regular communication, coordination and planning with all project managers and Area Managers.
  • Training, development, and internal “audits” of Logistics teams in all offices.
  • Training and support of line managers and staff with logistical responsibilities.. Ensure anti-corruption, transparency, and value for money focus in procedures and training.
  • Develop systems and processes to improve service delivery.
  • Implement NRC’s logistical and ICT systems and procedures at national level.
  • Accountable for ICT management, control systems and implementations of the ICT Handbook, policies, guidance and procedures and data protection requirements.
  • Responsible for capacity building to ensure that all staff have necessary level of knowledge on NRC’s ICT systems and procedures.
  • Contribute to programme quality and effectiveness by identifying relevant ICT tools.
  • Performance management and appraisal of directly managed staff.

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

  • Bachelor’s degree in a relevant field of study.
  • Minimum 3 years of experience from working as a senior Logistics Manager in a humanitarian/recovery context.
  • Experience from working in complex and volatile contexts. Knowledge of the context in Libya is highly preferable.
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
  • Experience of data collection, analysis and report writing.
  • Knowledge and skills in market tools and assessments.
  • Fluency in English, both written and verbal. Knowledge of Arabic is an added advantage

Duration of contract: 12 months fixed terms (with possibility of extension based on funding and performance)

Travel: 40% travel to Libya
