Overview of position

  • The Disarmament, Demobilization & Reintegration (DDR) program for Ethiopia was initiated as a crucial step towards implementing the peace agreement signed between the government of Ethiopia & the Tigray People’s Liberation Front (TPLF) on the 2nd November 2022 in South Africa.
  • For the implementation of DDR in Ethiopia, the National Rehabilitation Commission (NRC) was established with the council of minister regulation number 525 / 2022 & with amended regulation number 541 / 2023 of the federal democratic republic of Ethiopia. The core mission of the commission is the stabilization of the society & recovery of the economy for sustainable peace & enhancing human security through designing, planning & implementing the demobilization & sustainable reintegration of more than 370 thousand former combatants into civilian life across seven regions of Ethiopia.
  • Under the overall direction of the Deputy Commissioner of Logistics & Administration, the DDR Logistics Supplies Management Advisor is responsible for coordinating & managing logistical operations to support the DiDR program. This role is essential for ensuring efficient supply chain management, transportation & resource allocation to facilitate the smooth implementation of DDR activities.

Role objectives

  • Develop & implement logistical plans to support DDR operations, including transportation, supplies & equipment.
  • Assess logistical needs based on program requirements & identify potential challenges in the implementation of DDR programs.
  • Coordinate with various stakeholders, including local authorities, NGOs & community organizations, to facilitate logistical support & oversee the procurement, storage & distribution of materials & resources necessary for DDR activities.
  • Maintain accurate inventory records & ensure timely replenishment of supplies.
  • Organize transportation for personnel & materials, ensuring safe & efficient movement within the operational area.
  • Liaise with local transportation providers & manage contracts as needed.
  • Coordinate the setup & management of facilities used for DDR activities, ensuring that they are adequately equipped, maintained & ensure compliance with safety & security regulations at all logistical sites.
  • Work closely with other departments & stakeholders, including Program Managers, community leaders & external partners, to align logistical support with DDR objectives.
  • Participate in coordination meetings to provide updates on logistical status & challenges.
  • Monitor logistics operations & provide regular reports on progress, challenges, resource utilization & develop and implement tracking systems to ensure transparency & accountability in logistics processes.
  • Assist in training local staff & partners on effective logistics management practices to enhance sustainability.
  • Provide guidance & support to logistics staff or volunteers under his / her supervision.

Project reporting

  • This role work under the overall direction of the Deputy Commissioner of Logistics & Administration.

Key competencies

  • Graduate degree in logistics, supply chain management, business administration or a related field.
  • At least 4 years (with a bachelor’s degree) or 2 years (with a master’s degree) of combined and relevant experience in logistics, supply chain management, business administration or a related field.
  • Experience in logistics, supply chain management or related fields, preferably in humanitarian or post conflict settings.
  • Familiarity with DDR processes & related operational frameworks is advantageous.
  • Strong facilitation & presentation skills, with the ability to engage diverse audiences.
  • Excellent communication & interpersonal skills.
  • Strong organizational and problem solving skills, with the ability to manage multiple priorities under pressure.
  • Proficiency in logistics & IT.
  • Fluency in English & Amharic is required.
