Chemonics seeks a malaria advisor for the anticipated USAID Liberia Strategic Technical Assistance for Improved Health System Performance and Health Outcomes (STAIP) project. The purpose of this project is to support the strengthening of the Ministry of Health’s systems to improve patient outcomes at primary health care facilities by providing sustainable capacity building and incentivizing better health systems performance through performance-based financing. Select technical assistance will be provided at the central level to ensure alignment and implementation of national priorities and processes. Additionally, an important component of this activity will be to support meaningful reforms in health financing including delivery of selected priorities in alignment with the Ministry of Health’s Liberia Health Equity Fund to ensure quality and equitable access to health services without undue financial burden to patients.

The malaria advisor reports directly to the deputy chief of party and is responsible for leading and providing strategic advice on efforts to improve malaria outcomes in addition to supporting county-level staff in various county health teams to improve malaria service delivery. The malaria advisor will serve as the main point of contact for all technical malaria interventions related to the project and is expected to provide overall technical and strategic leadership to the project for all malaria-related interventions/outcomes, including design, implementation, and monitoring and evaluation of malaria interventions. The advisor will ensure that STAIP and the National Malaria Control Program (NMCP) implement malaria control activities within a health systems strengthening approach. Responsibilities include:

  • Provide technical oversight and strategic direction for the implementation of all program activities focused on malaria prevention and treatment
  • Support the NMCP to collaborate and coordinate with other partners and stakeholders focusing on malaria interventions to ensure effective and efficient use of resources to implement malaria control activities within a health systems strengthening approach
  • Develop scopes of work and work plans that clearly identify achievable and sustainable short- and long-range strategies for improving malaria interventions, with a focus on improving malaria case management and reproductive, maternal, newborn, and child health-related malaria interventions
  • Participate in malaria-related operational research activities
  • Serve as the project’s primary liaison to malaria-related technical working groups, partnership organizations, and other entities
  • Assist with other tasks as assigned by the deputy chief of party

Qualifications:

  • Advanced degree in medicine, public health, or a related field preferred
  • Extensive knowledge and work experience in malaria prevention and control
  • Progressively responsible experience in malaria, maternal, child health, health systems strengthening, or other related field
  • In-depth knowledge of malaria and public health principles with proven technical skills in malaria, including malaria case management
  • Experience working on policy and strategy formulation at national and subnational levels with Ministries of Health and other stakeholders
  • Proven ability to deliver effective training and coaching to health workers
  • Ability to work effectively independently and in a team environment with a broad range of local and U.S. government personnel and partners
  • Experience working collaboratively with the Liberian Ministry of Health, international donors, USAID, and local partners to build the capacity of government institutions
  • Excellent writing, communication, and presentation skills
  • Excellent computer skills (Microsoft Word, Excel, Power Point, and Outlook) are required to effectively implement, analyze, monitor, and manage activity goals, inputs, outcomes, and achievements
  • Demonstrated leadership, versatility, and integrity
