FHI 360 is seeking a qualified Malaria Advisor for the four-year USAID Liberia Strategic Technical Assistance for Improved Health System Performance and Health Outcomes (STAIP) project. The Malaria Advisor will provide overall technical and strategic leadership to improve malaria service delivery interventions, including design, implementation, and monitoring and evaluation of malaria interventions. The position will be based in Monrovia and will work closely with the national Ministry of Health as well as county health teams. He/she must ensure that the interventions align with the priorities of the National Malaria Control Program. This position is contingent upon award to FHI 360. Liberian nationals are strongly encouraged to apply.

KEY RESPONSIBILITIES:

  • Provides overall technical leadership on the design, planning, implementation, monitoring and reporting of integrated malaria prevention and case management activities.
  • Develops and maintains systems for assuring the quality of all integrated malaria interventions – including prevention, diagnosis, case management, malaria in pregnancy, severe malaria among others; capacity building; and information, education and communication protocols and ensures SOPS for malaria are evidence-based and align with WHO and National guidelines.
  • Works with CoP to ensure development of all technical aspects of program implementation approaches include malaria, and ensures appropriate consultations with stakeholders at all levels; and especially with USAID contractors and other relevant stakeholder such as the Global Fund.
  • Ensures effective integration and coordination of program implementation among partner organizations through effective leadership.
  • Works with CoP to maintain a strong and wide network with key partners and stakeholders, and ensures that the project is represented in appropriate technical working groups, committees and donors’ meetings as agreed with the CoP and FHI 360 country leadership.
  • Supports the management, development and monitoring of work plans and budget and ensures appropriate levels of technical assistance are provided as expected.
  • Provides oversight of local implementing partners and strengthens their capacity in malaria activities at facility and community levels.
  • Provides technical input into the program monitoring and evaluation.

MINIMUM REQUIREMENTS:

  • Master’s degree or higher in public health, medical sciences, or other related area (required)
  • Eight years of experience in designing, implementing and managing malaria programs in Liberia or in a similar African context.
  • A sound technical knowledge of malaria service delivery; specific experience in case management, prevention messaging, and/or malaria in pregnancy a plus (highly desired)
  • Proven knowledge and experience with USG programs, procedures and systems for project design, procurement, implementation, management, monitoring and evaluation (highly desired)
  • Experience in collaborating with different stakeholders including the NMCP, the Ministry of Health, county health teams, donors and other NGOs supporting malaria prevention and control activities is required (highly desired)
  • Previous experience working in challenging operating environments and/or countries of similar socio-economic context managing activities of similar scope and complexity (and especially those having addressed aspects of R/MNCH and malaria service delivery). (highly desired)
  • Demonstrated ability to establish and sustain professional relationships and to work collaboratively with host-country government counterparts and civil society organizations
  • Strong experience in results dissemination and publication is preferred
  • Proven track record of successful working relationships with USAID
  • English-language writing and presentation skills required
  • Strong interpersonal and teamwork skills
